Parent Teacher Conferences
Parent teacher conferences will be held on the evenings of January 22 and 23 between 3:30 and 7:30 p.m.  We hope this is an opportunity for positive communication between parents and teachers that will enhance the learning opportunities for the students.  We encourage all parents to participate.  If you are unable to attend on the scheduled dates, we would encourage you to make contact through email, text, or telephone with your child’s teacher(s).
Mr. Woods, Mrs. Mena, and Mr. Taylor will be at Laketown Tuesday and Randolph Wednesday. 
This parent teacher conference marks the mid-year point of the 2018-2019  school year.  It seems that the year is flying by; before long we will be administering end of level tests and watching another group of graduates walk for their diplomas.  It is so important that we collectively do all we can to make sure we are making the learning experience as positive as possible for all students.
We look forward to seeing you.

Eighteen Wheeler Philosophy

Eerie in Indianer!

Coming across Indiana this morning I was deathly dreading driving through Indianapolis...as I always do. I pulled out the hand wipes and wiped all my fingers.  The nasty taste of the sanitizer helps keep me from gnawing on my fingernails, and prepared for the bumper to bumper crazy traffic, all the cement potholes to hell, that plague that Godforsaken hell hole!

About a third of the way through Indianapolis I began to notice that traffic was surprisingly very light! No bumper to bumper traffic! Very few cars and light trucks, mostly just us big rigs, and plenty of room to dodge the potholes leading to hell! I began to think I was either dreaming or in a episode of The Twilight Zone.

Halfway through Indianapolis there began to come over the CB radio comments from other truckers noticing the same thing I was.  One trucker even asking if we were in Indy or in another time!  His question was immediately answered with a bunch of "Shut the hell up ya dumb bastard, before ya jinx us all!"

"Whether in a different time or in the Twilight Zone just be grateful for what’s happening!"

I made it through Indy in record time, without a nasty taste of hand cleaner sanitizer in my mouth, and my fingernails still growing!

Hopefully Cincinnati, Ohio will be the same?

Sanitation Department rate discussion

RANDOLPH, Utah.  January 2, 2019. Lynn Weston, Rich County Sanitation Department, was told that he could proceed with the purchase of a new dumpster truck that has been budgeted for. The county is required to have three bids.  The commissioners will review the bids and at the next meeting the truck can be purchased.

Because the county has been supplementing the Sanitation Department budget, both commercial and residential rate increases are being considered to accurately reflect the cost of garbage removal and dumpsters.  Weston suggested that the cost of garbage removal for short term rentals be related to the number of persons allowed in short term rental license, rather than number of cans or dumpsters. 

He also suggested that planning commissions require places to be designated for dumpsters in new construction of multiple residences. Commissioners suggested that Weston talk to Garden City Council members about the problems of the high use of dumpsters for short term rentals.  A six yard dumpster costs $20 per dump now and Weston suggested that the cost should be $30.

RANDOLPH, Utah.  January 2, 2019.  Commissioner Sim Weston took his seat as a new county commissioner.  He and Commissioner Bill Cox, who was re-elected this term, were sworn in by Clerk Becky Peart.

Sid Winters, South Eden Ranch Development, and Mitch Poulsen, Rich County P&Z,  showed commissioners the development agreements and plats for South Eden Ranch.  There will be eleven lots in the first phase with road access off of Cisco Road. Fire access roads were discussed and a secondary egress was proposed.

Winters wants plat approval from the commission.   All necessary road improvements will be made and there will be a cash bond of 125% of the cost as determine by the county engineer to insure that the improvements are made.

There will be a HOA and the subdivision has private roads so the county does not have the financial exposure of county subdivision, Winters explained.  But Commissioner Norm Weston said that when a HOA goes down it comes to the county.
 
Winters said their proposal has an escrow account guaranteeing the project makes the improvements for the HOA.   The title company will disperse funds after the roads and other improvements are made.  The commissioners accepted the escrow agreement.  Now the P&Z must look it over and Winters must get approval from the P&Z.

Rob Johnson, Financial Director, Bear River Mental Health, said that the auditors gave BRMH a clean and unmodified opinion on their audit.  There is $52,000 in reserve for matches and more Medicaid money coming in this year. 

New overlook trail

RANDOLPH, Utah.  January 2, 2019. Mitch Poulsen, Bear Lake Regional Commission, discussed the letter of support for a trail system at the overlook on the Logan Road.  The trail will be about a four mile round trip, non-motorized, single track trail.  The trail uses the existing infrastructure of the rest area which will makes it less expensive than creating a new view trail from the beginning.
The BLRC will go after TRT grants for $80,000 to build the trail.

Poulsen believes that this will give tourist a way to enjoy the area as well as local residents.  The commissioners agreed to sign a letter of support.  Commissioner Sim Weston asked about horses on the trail, Poulson said they probably could make it a horse trail, but it will be up to the forest service to make that decision.

It will include improving the four wheel trails from Garden City to the overlook.

Bear Hollow fire claims Samuel Hazard

GARDEN City, January 2, 2019. A 66 year old Garden City man, Harry Samuel Hazard, was killed in a house fire in  Bear Hollow in Garden City, Utah this morning while his wife was at work. Emergency crews were alerted to the fire by a home health care nurse who had arrived for a therapy appointment. He was recovering from a recent surgery.
The nurse stated that when she opened the door to the apartment she was forced back by heavy smoke and intense heat. A responding Deputy entered the living room of the home and located Hazard deceased on the floor.

Responding Garden City Fire District firefighters were able to quickly contain the fire and prevent its spread.

An investigation was conducted by the Utah State Fire Marshall’s Office. The investigators found that the fire had burned intensely in the living room causing significant damage. The fire was determined to have originated in a reclining couch from a cigarette. A home medical oxygen device was located next to the couch and appears to have contributed to the fire’s rapid spread. The fire was contained to the living room but caused significant smoke damage throughout the structure.
The victims’ service dog was also located in the home on the second level. The dog, when located, was experiencing difficult and labored breathing. Firefighters removed the dog from the home and EMS personnel administered high flow oxygen. The dog was transported to a Veterinarian in Montpelier, Idaho where it is expected to recover.
