peacefully in his home on March 18, 2024. He was the beloved husband of Claudia
Marie Rex, a cherished father of four boys, a devoted friend and co-worker, and
a respected community member.<o:p></o:p></span></p>
<p style="background: #FAFAFA;"><span style="color: #00141e; font-size: 15.0pt;"> Buzz
was born to Verdis Ugeen and Norma Afton Tidwell Winder and raised by his
stepfather, Charles Hunter, after the passing of Ugeen. Growing up, Buzz was
known for his playful spirit as a prankster. At a young age, he picked up the
nickname Buzz from his uncles because he was always buzzing around. He also had
a stern demeanor because he was a tough guy. These qualities shaped him into
the devoted and hardworking man he became.<o:p></o:p></span></p>

Together, they built a life in Rich County, where they raised their four boys
with love and devotion. His passing was like his life, with Claudia at his
side. <o:p></o:p></span></p>
<p style="background: #FAFAFA;"><span style="color: #00141e; font-size: 15.0pt;"> Buzz
dedicated 15 years to the ranch and another 33 years working as a mechanic at
the coal mine in Kemmerer as a proud member of the UMWA. Post-retirement, Buzz
and Claudia were called to the Las Vegas, Nevada mission, serving on the
Cleveland Ranch, exemplifying their commitment to service and faith. His
unwavering faith as an active member of the Church of Jesus Christ of
Latter-day Saints guided him throughout his life. He shared his testimony of
the gospel and Jesus Christ whenever he could. His shared testimony through his
words and actions greatly impacted those who knew him.<o:p></o:p></span></p>
<p style="background: #FAFAFA;"><span style="color: #00141e; font-size: 15.0pt;"> A
passionate man, Buzz found solace and happiness in his work, the outdoors, and
his family's company. He loved hiking, hunting, fishing, fixing things,
woodwork, and his career. He was the best storyteller. Most of his stories are
unbelievable, yet true. Family was the cornerstone of Buzz’s life, and his
greatest joy came from spending time with his loved ones.<o:p></o:p></span></p>
<p style="background: #FAFAFA;"><span style="color: #00141e; font-size: 15.0pt;"> Verdis
'Buzz' Winder will be deeply missed by his family, friends, and all who knew
him. His legacy of love, hard work, and devotion will live on in the hearts of
those who had the honor of sharing in his life's journey. His co-workers are
counted among his family. He loved them all.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">Minutes
approved.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">Randall
Knight from the Garden City Fire District discussed the Sweetwater Parkway Fire
Station. The City agreed to a Memorandum of Understanding as the Fire District
sets up a secondary station. It will benefit the town and county to have 2
locations to service the area.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">In the
Public Comments the Mayor asked Brad Davis of the Hodges Canal Company to
report on the updates for the canal. The canal company received a ½ Million
dollar grant. It has gone to purchase 600’ of steel pipe. The pipe will be
prepared to withstand the elements with special coating inside and out. The
pipe will be set on piers that will go as deep as 26’ to stabilize the pipe
during freezing and thawing. The Canal company hopes to have everything in
place by May so that water can get through. One of the concerns in piping our
canals is that wildlife will have to find water elsewhere. Another concern is
that once the ditches are filled in there will not be places for overflow of
snow melt to go. They are planning ways to combat that situation.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">Much time
was spent on the Bear Lake Vista Development. Basically the development would
like a Public Infrastructure Designation so as to charge an extra tax on their
residents. It would also help them with getting a better interest rate on their
bonds. Our Town Council is very concerned about developers and their ability to
finish projects.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">A new
business, Maldonado’s Carpentry LLC, was approved.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">12 Short
Term Rentals were reviewed previous to the meeting and approved. <o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">6 ordinances
that were approved by the Planning and Zoning were approved by the Council.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">A resolution
to follow the State Guidelines for Mileage reimbursement was approved.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">Jackie Webb
was asked to serve on the Variance Board and was approved.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">Pat gave her
report on Raspberry Days. Her helper, Jackie Webb is organizing a Pickleball
activity. Easter activities have been moved to the Lakeview room due to the
cold weather expected.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">Martel
reported on the extension for the trails grant.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">Ken’s report
on the water included decisions on a new well to be set in Hodges Canyon, the
water line repair at Swan Creek, the new assistant librarian, Katy Dahl, our
recreation chair-Lindsey Eborn, and other things are going well.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 14.0pt; line-height: 107%;">The Mayor
talked about how the $400K grant was used for lighting at the ball park. He
talked about how well the volunteers do at the Food Bank. There is also a possibility
for a grant to help with Paradise Parkway.<o:p></o:p></span></p>dbhuefnerhttp://www.blogger.com/profile/03810320742135112646noreply@blogger.com0tag:blogger.com,1999:blog-7701440658323232130.post-56945182671868731012024-03-25T09:00:00.003-06:002024-03-25T09:00:55.637-06:00Rich County Republican Convention April 6 Randolph, UT<p> <span style="background-color: white; She was much loved and will be deeply missed.<p></p><span style="color: #222222; font-family: "system-ui", sans-serif; font-size: 18px; text-align: justify; white-space-collapse: preserve;">
Karen was born October 27, 1937 to Milford Bryson and Edna Lucille Allen Wamsley in Garden City, Utah. It was there she learned the value of hard work and education as the daughter of a farmer, business owner and schoolteacher. She was very social and had a group of friends from her schoolgirl days that stayed in touch and got together right up to the last year of her life.
Karen had boundless energy and wore many hats. She was a flight attendant for Western Airlines, was in the first class of graduating Registered Nurses from Weber State College, and after marrying and having children, went back to school to get a degree in Education from Drake University.
It was while flying for Western Airlines out of Denver that Karen met Ross Pratt Taylor. They were married in her hometown of Garden City, Utah on December 26, 1959. Their union was later solemnized in the LDS Logan Temple. She instantly became stepmother to Mike, Mark, and Greg Taylor.
Right after marrying, Karen and Ross settled in Cheyenne Wyoming, where Ross worked for International Harvester and Karen worked as a nurse. It was there that they welcomed their daughter, Leslie, to the family.
A transfer took the family to Des Moines, Iowa, where she returned to school to obtain a degree in Education. Ross and Karen welcomed their son, Aaron, to the family while living in Iowa.
In 1968, the family moved to Burley, Idaho where they would raise their children and make lifelong friends. Burley is where Karen spent her career as a schoolteacher. She taught 2nd and 3rd graders at Dworshak Elementary School for 18 years. While she adored her schoolkids, she also loved nursing. She continued working as an Emergency Department nurse during school breaks at Cassia County Memorial Hospital.
As an active member of The Church of Jesus Christ of Latter-day Saints, Karen served in the Young Women’s organization many times, the Relief Society and as the Compassionate Service Leader. After retiring, she and Ross moved to Salt Lake City in order to be Temple Square Missionaries. Later, they were volunteer guides at the new LDS Conference Center. Karen was privileged to serve as a Mission Nurse for the Salt Lake City Mission for nearly 10 years.
Karen was tireless in her service to others. Whether that be professionally as their schoolteacher or their nurse, or as a friend or family member. She travelled far and wide to help cook for friends’ children’s weddings, paint houses, hang wallpaper, care for grandchildren and great grandchildren, and care for people during times of need.
Never one to sit still, Karen had numerous hobbies. Lucky are those who have a bed or a couch adorned with one of her quilts! In addition to being a talented quilter, Karen was an accomplished singer who loved performing in various Sweet Adelines groups, despite the endless teasing she took from her children about their choreography. She sewed dresses for her granddaughters, knitted everything from blankets to dishcloths, and was an excellent cook – though yeast breads were her nemesis.
Throughout her life, but especially in her later years, Karen’s great love was spending time with her family. She had a very special relationship with her great grandchildren who lovingly call her GiGi. They learned early on that there were always treats to be had at her house, but they had to be eaten “on the tile!” She loved attending soccer, lacrosse, and football games; dance and piano recitals; and theater productions.
Karen is preceded in death by her loving husband Ross, who passed away three months prior to her, her parents and her brother Reed Wamsley. She is survived by her brother Alan, her stepsons Mike, Mark, and Greg, children Leslie and Aaron, nine grandchildren, and 10 great grandchildren.
Visitation will be Friday, January 19th from 6:00-8:00 pm at the Jenkins-Soffe Mortuary at 1007 W South Jordan Parkway, South Jordan, Utah. Interment will be in the Garden City Cemetery on at 10:30 am on Saturday, January 20th, 2024. A Celebration of Life honoring Karen will follow later in the Spring in her beloved Garden City. </span>dbhuefnerhttp://www.blogger.com/profile/03810320742135112646noreply@blogger.com0tag:blogger.com,1999:blog-7701440658323232130.post-58656470208824117432024-03-20T10:53:00.002-06:002024-03-20T10:53:28.899-06:00Laketown Planning & Zoning Commission Meeting<p> </p><p class="MsoNormal" style="background: white; line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; mso-outline-level: 3;"><b><span style="color: #1d2228; font-family: "Helvetica",sans-serif; font-size: 13.5pt; mso-bidi-font-family: Helvetica; mso-fareast-font-family: "Times New Roman";"><a href="https://www.utah.gov/pmn/sitemap/notice/900923.html" target="_blank"><span style="color: #196ad4;">Laketown Planning & Zoning Commission Meeting</span></a><o:p></o:p></span></b></p>

Commission Meeting March 6th, 2024<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 16.0pt; line-height: 107%;">After the
Pledge of Allegiance, Clayton Webb and Jack Stone have had Victory Medals made
for the Veterans. They requested a time slot at the County Fair to present the
medals to the veterans or their families. It was decided to have them do the
presentation after the 4-H sale about 2:30 on Sat. Aug. 17 on the lawn at the
Court House.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 16.0pt; line-height: 107%;">Payment in
Lieu of taxes was given to the County. This money comes from the licenses of
hunters and fishermen. The Commissioners asked if the deer count was collected
and how many feed stations there are in the County. They will get the
information to them for next month. There are GPS collars on some of the deer
and when they find the dead deer with collars they then can estimate how much
the deer loss has been.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 16.0pt; line-height: 107%;">Debra Van
Noy and Bryan Neilson from the Utah Land Trust discussed conservation easements
and what it would mean for ranchers who might decide to put some of their land
into the trust. There was a lot of information presented. <u>It would be wise if
people would review the presentation on the Rich County You Tube station for a
better understandin</u></span><span style="font-size: 16pt;"><u>g of Trust Lands</u>.</span></p>
<p class="MsoNormal"><span style="font-size: 16.0pt; line-height: 107%;">Kim Wilson
reviewed the tax exemptions which were presented. One land owner wanted to be
exempt as he felt his land was land locked, but after much research the land
was found to have an access only the land owner would have to build a bridge
across Swan Creek to access his land.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 16.0pt; line-height: 107%;">Rob Johnson
from Bear Lake Mental Health gave the annual audit and financial report as
required by the State of Utah.<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-size: 16.0pt; line-height: 107%;">Discussion
on land by the Utah-Idaho border found that the owner did not need to rezone,
just present the plans to the Rich County Planning Commission.<o:p></o:p></span></p>dbhuefnerhttp://www.blogger.com/profile/03810320742135112646noreply@blogger.com0tag:blogger.com,1999:blog-7701440658323232130.post-5219024133242417482024-03-10T21:56:00.001-06:002024-03-18T08:14:54.529-06:00Garden City Town Council Date changed to March 21stdbhuefnerhttp://www.blogger.com/profile/03810320742135112646noreply@blogger.com0tag:blogger.com,1999:blog-7701440658323232130.post-54559033764629508432024-03-10T21:53:00.001-06:002024-03-10T21:53:23.754-06:00Garden City Planning & Zoning Notes<p> During the Public Hearing the updates for various ordinances was discussed i.e. measuring avg. heights on plots of land, PUD's & Prud's must be approved on final plats, storage and storage containers differentiating the time lines for use, and Beach Development heights.</p><p>The regular meeting discussed:</p><p>the architectural standards as applied to 564 W.
