Notes from Rich County Commission Meeting held Sept. 7, 2022

 Discussion was held on the cement culvert on North Eden creek on the east side of Bear Lake. Something I learned was North Eden Creek is 21 miles long and at one time had 2 resevoirs.

Bike path discussion at the cut.

General Plan by Mitch Poulsen from Bear Lake Regional Commission-Plan passed.

Changes in the County Subdivison plat ordinance for combining lots passed.

Discussion on the Marina Expansion.

Juneteenth was discussed and approved to state law.

Randall Knight-Garden City Fire Board had questions as to how to go about raising taxes to pay for First Responders. The Rich County attorney will review the use of TRT monies and bring information to the next board meeting.

Discussion was held about ATV's on roads. If a class road is gated due to overuse then ATV's use can be restricted. You may ask for a class D road map from Kystal Butterfield.

Discussion was held about Beach use above 5925.65". Rich County ordinance mirrors the Sovereign Lands Beach Information which includes staying back 100 feet from the shore, no fires, and clean up after your dog.

Noxious Weed Ordinance-Rich County will follow the State Weed information and T.J. Hoffman has been doing a good job in trying to keep weeds sprayed. There is a Rich County Weed Board that meets once a year.

Kim Wilson as the Secretary for the Rich County Ambulance brought information about the charges for an ambulance ride. The Ambulance Board decided that to transport a client would be $1,000 plus mileage of $30 per mile.. (All of us should check our insurance and make sure we are covered)!

Rich County will continue to pay the Employer Election for employees.

The minutes were approved with the changes from Agriculture land to Commercial for Travis Hobbs.

 Has Bear Lake ever been full? Will Bear Lake ever be full again?

Bear Lake was full in 1916 and 1917 and from 1921 to 1923. It was within a half of a foot of full in 1950, 1971 and 1972, 1983, 1984 and 1986.

Full is 5923.65 feet (UP&L datum).

Under PacifiCorp’s current operating plan, the lake will not be filled by Bear River water above 5922.5 feet but may raise above that if there is sufficient snow and runoff from Bear Lake Valley.

Other sports news

 Bishop Jolley rode his bike in the Lotoja Race on Sat. He decided that half was better than whole!

Rich High Sports

 I was able to watch both the football teams and the volleyball teams this week. The football team lost to Mountain View Wyo.  and the VB teams won their sets. Lots of hard work goes into being on a team and I congratulate each and everyone bruise you earn!

Chief Wahlberg said that many people have expressed their admiration of the beautiful paint job done on the exterior of the building.

Business License Discussion

A. Bear Lake RV 2300 S. Kimball Lane. Approved.

B. Amended License to include retail-Bear Lake Physical Therapy Kam & RuthAnn Jarman. Approved.

5. Encumbrance parcels Long Ridge Phase 4 Subdivision-discussion probably ok if there is no kitchen.

6. Rezone discussion for Season’s Request to approve the Rezone of Lot 1 on north side. Approved.

7.  Amend the PUD of Seasons and add lot 1 to the PUD to be used for parking. Approved.

 C. Bear Lake RV Resorts (Sun Resort) request for approval of Final Plat. Discussion on     location of  roads up Hodges Canyon for better sight line. Negotiations on the water tank are being  discussed .

 Questions about some of the problems that will be addressed in a motion for Sun Resort.      Approve  the final condition on 4 items: Paradise Parkway and the bike path MOU’s .         Mayor Mike will make another MOU for water continuance during excavation. Any construction below the canal must now be done with a geotech and engineer inspection.

 Lake Rental Resort PUD approval to amend Development Plan for Phase 1 on 200 North and 100  W. To make 4 lots out of 2 on the North Side.

Short term rental parking was discussed and Short Term Rentals were approved.

LAUNCH RAMP CONDITIONS:

State Marina - OPEN. Good water depth.

Rendezvous Beach - NOT ACCESSIBLE due to low water levels.

First Point - OPEN. USE CAUTION. ADVISORY: LOW WATER LEVELS.

There is approximately 37 inches of water depth at the end of the concrete launch ramp. There is also @ 8 inch drop at the end of the concrete. We advise that boats over 21 feet in length use the State Marina to launch and retrieve their boats.

Cisco Beach - OPEN. Good water depth.

Rainbow Cove - OPEN. USE CAUTION! ADVISORY: LOW WATER LEVELS.

There is approximately 24 inches of water depth at the end of the concrete launch ramp. There is also @ 6 inch drop at the end of the concrete. We advise that boats over 16 feet in length use the State Marina to launch and retrieve their boats.
