Rich County Commission Notes (you may still look at the meeting on youtube)

 An audit by Rob Johnson, Director of Bear River Mental Health, was presented to the Commissioners for their approval. Medicaid is the largest use of the monies. Motion was approved.

Randall Knight, Garden City Fire Dept. requested a fire break be set up for Swan Creek Village. He has met with some of the homeowners in the areas that would be affected. Most were in favor of the approach he and Travis Hobbs, County Fire Marshall have planned. They would like to build a fire use only road with the County's and the HOA's approval. He will bring more information next meeting. Randall also referenced the House Bill 48 about insurance requirements for the upcoming year. Insurance companies are requiring better roofing and coverings for homes to protect them from fire.

Duane Robinson, Laketown Cemetery District, asked the Commissioners to allow  the Cemetery District to transfer some excess property to Laketown. The motion was approved.

A Discussion on a program to track STR's in the County was presented. There are about 120 homes in the county that are short term rentals. No action was taken.

Public Hearing:

The County has proposed an ordinance to create a County wide Trails Committee. Discussion was held about who should be represented on this new board. Closed the Public Hearing.

The Commissioners approved the formation of a Trail's Board.

(And if you don't think our Commissioners have enough to do, then follow the presentation by Jordan Mathis, Director of the Bear River Health Dept. He was assigned to work with Cache, Box Elder, and Rich County to form a United Health Dept. where they could coordinate the various entities now serving the three counties separately.) There was a lot if information (almost overwhelming-at least for me) for the Commissioners to digest in one meeting.

County Attorney, Ben Willoughby, suggested that the Commissioners approve a one year contract With Chris Crockett, Chief Civil Deputy at Weber County who is an expert in administrative code revisions. Ben feels it gives them time to review the old Development code to bring it in compliance.

Discussion with Taylor Paine from the Dept. of Utah Agriculture, and Cole Selman from Utah Grazing & Improvement Programs ask for some funds for Predator control. 

Bill Petersen, Owner of Zora Software, contracts for Short Term Rental has organized a tracking and coordination to solve some of the problems the County is facing to combine all entities in one program. Motion made and approved to contract with Zora.

Kaia Bowden, County Recorder, asked the Commissioners to clean up the lot confusion on SW Hill. Commissioners approved the decision.

It is with broken hearts that we announce the sudden passing of our beloved son, Daniel Morgan Smith. From the moment he was born he contained a zest for life and a mischievousness to his core. As he matured, our towheaded little boy grew into a funny, tender, and strong young man. 

He was his father Dallen's right-hand man. From a three-year-old handing tools to his dad while they worked on a car, to a strong young teen racing to finish shingling the roof before an oncoming storm. He outworked any man and was known on the ranch in Canada, even at six years old, as the boy who could outride any of the seasoned cowboys.

He grew from his mother Jayna's exuberant little helper, to a young man willing to listen to her dreams, talk projects through and make them a reality. With his bare hands he raised physical walls of safety as he built the family home. He provided emotional security with his listening ear, trademark grin and insightful advice. Daniel was treasured by his mother, from the peaceful evening moments cradling his tender newborn head, to the final hours, her hands entwined with his, easing his suffering. 

Daniel had a personal relationship with his Savior Jesus Christ. This was apparent in his eloquent, heartfelt prayers and the way that he lived his life in service of others. As a disciple of Jesus Christ he was preparing to serve a two year mission for The Church of Jesus Christ of Latter-Day Saints following his high school graduation. 

Daniel is idolized by his nieces and nephews, adored by his parents and siblings, and is a role model to his peers. He lived life with a fast paced exuberance. He was an allstar teammate for his Rich Rebel brothers and a stalwart friend. Even in his final hours he was concerned with showing his love to the people who meant most to him.

You are dearly missed, our sweet Danny boy. Your infectious grin and big heart will always inspire us. We thank God for every moment we were blessed to have with you. We are comforted by the certainty that you are closer to each of us now, and by the hope that we will one day be encircled by your warm embrace as an eternal family. Until then may you be our guardian angel. 4 ever a Rebel. Forever our son and brother. It truly has been exhilarating! 

Daniel Morgan Smith passed away the morning of February 14th, 2025 at the age of 18. He is survived by his father Dallen Reed Smith, his mother Jayna Cheney Smith, his siblings: Virinia (Justin) Hovland, Ailina (Sam) Davidson, Anthony (Colleen) Smith, Miria (James) Bennett, Benjamin (Caeleigh) Smith, Tiriana (Spencer) Hall, Katharina Smith, his grandfather Delbert Cheney and 11 nieces and nephews.

 Viewing: Friday 6:00 PM to 8:00 PM and Sat. 9:30 AM to 10:45 AM

Funeral: 11:00 AM

Internment: Randolph Cemetern

Denise Kimball Buchi, 71, passed away on February 12, 2025, surrounded by the family she so deeply cherished. Born on May 28, 1953, in Price, Utah, to Blane and LaRene Kimball, Denise lived a life full of love, laughter, and unwavering dedication to those she held dear.

She treasured her time at Skyline High School, where she made lifelong friendships that she nurtured throughout her life. Her caring heart led her to a career as an LPN, working night shifts as a pediatric nurse, she helped Night Time Pediatrics get off the ground, where she comforted and cared for countless children. But above all, her dream job was to be a mother. Raising seven children was not just her calling—it was her greatest joy. There was nothing she wanted more in life than to be a mom. She poured her heart into motherhood, and later, into her role as a grandmother, treasuring every moment with her family.

Denise was a devoted member of the Church of Jesus Christ of Latter-Day Saints and found immense fulfillment in serving within the Young Women’s program, one of her favorite callings. She was also deeply involved in her community, advocating for her children and others through her work in the PTA. Her dedication to ensuring opportunities for young athletes was unmatched—she helped establish the street name “Wildcat Way” for Woods Cross High School, secured a permanent wall mount in the gym to honor athletes, and fought to increase funding for sports programs. It was no surprise that she was recognized as Bountiful City’s Best Mom, an award that only captured a fraction of the love and effort she put into supporting not only her own children but so many others.

Denise was the heart and soul behind the success of her beloved husband, Mark Buchi. She was his greatest support, his biggest cheerleader, and his secret weapon at every social event, effortlessly lighting up the room with her warmth and charm. The two met, fell in love, and were sealed for time and all eternity in the Salt Lake City Temple on June 4, 1973, embarking on a beautiful life together.

Denise had a vivacious, magnetic personality that made everyone feel like an old friend. She could talk to anyone, anywhere, and often did—leaving people better for having known her. She had an incredible way with words, writing heartfelt poetry that she lovingly passed down to her children, ensuring that her voice, wisdom, and love would live on through them.

Her legacy is one of deep love, fierce loyalty, and an unshakable devotion to family. While her absence leaves an unfillable void, her influence will be felt forever in the lives of those she touched.

She is survived by her loving husband, Mark; her six children, Melissa (Jared ), Bethani (Jeff), Tiffani Heather (Cabot) , Bo (Heidi), Zack (AnDe), and Ashlyn (Tyler); and her 20 grandchildren, who were the light of her life. She was preceded in death by her parents, Blane and LaRene Kimball, and her beloved daughter, Whitney Buchi, whom she has longed to reunite with. While our hearts ache in her absence, we find comfort in knowing she is now embraced by those who went before her, watching over us with the same love and devotion she gave so freely in life.

Services for Denise will be held on Thursday, February 20th, with a viewing from 6:00 to 8:00 PM at Larkin Mortuary, located at 260 E South Temple St., Salt Lake City. A second viewing will take place on Friday, February 21st, from 9:30 to 11:30 AM, followed by the funeral service at 12:00 PM at 1350 N 650 E, Bountiful. Interment to follow at Larkin Sunset Gardens, located at 1950 East Dimple Dell Road.

Denise was one of a kind, and to be loved by her was to be truly blessed.

Obituary-Jane Marie Digerness




 Jane Marie Dawson Digerness passed away peacefully early in the morning on 11 February 2025. She had been in declining health the last few years. Jane was born on 13 February 1935 in Boulder County, Colorado to Christabelle Elizabeth Craig & Joseph Benjamin Dawson. She grew up in Longmont and Boulder Colorado.

On 3 June 1952, Jane married her sweetheart, Paul Digerness. After Paul finished his service in the Air Force, they built a house in Sugarloaf, Colorado. Three children were born to them: Karen, Tim and Eric, and a stillborn daughter Mari. Jane & Paul spent the early years of their children’s lives in Sugarloaf and in Boulder.

Jane joined the Church of Jesus Christ of Latter-day Saints in 1948. Jane & Paul were sealed in the Temple with their family in Logan, Utah on 11 February 1964. Jane was an active member of the Church until the time her declining health intervened.

Jane & Paul moved to Randolph, Utah in October of 1964, where they remained for the rest of their lives. Jane assisted Paul, especially with communications, in his work with Utah Power & Light. She did various other things: She wrote the Randolph section of the Uinta County Herald newspaper for many years, helped people research and compile their genealogies, and played piano for her children’s school programs. She was groundskeeper for the town of Randolph, caring for the park and the cemetery. She worked for several years as a nursing assistant at the Uinta County Memorial Hospital, and the adjoining nursing home. She had many callings in the church including various positions in Relief Society, assistant to Ward Clerks, teaching genealogy, many music callings, and singing in choir. She wrote to missionaries, military, and others that were temporarily out of the ward, on behalf of the ward. She worked on the flower committee at funerals for many years. She received an award in 2019 for gathering and reporting weather for the National Weather Service (NOAA) for 25 years.

Jane lived her life with independence and determination in all she did. As her health declined and Karen was no longer able to take care of her remotely, Jane preferred not to leave her home. At this point Eric and his wife Cindi came to live with her and care for her. She was so happy to spend the rest of her days in the house that Paul had built in Randolph.

Jane leaves behind her sister, Nancy Wurl, sister-in-law Sarah Brink, her three children, 15 grandchildren, numerous step-grandchildren, and over 37 great grandchildren, step great-grandchildren, and great-great grandchildren. She was preceded through the veil by her parents, husband Paul, grand-daughter Jenny, and many, many friends, with whom she is enjoying a very happy reunion.

Funeral services were held February 14th in Randolph, UT.

History of Our Area - Ladies Literary Club - Abbie Telford

 In the winter of 1929, the Ladies Literary Club was organized, under the direction of Mrs. Ruben D. Law, who also became the first president, with 26 members.  Later it increased to 36 members.  For 33 years women of the community have enjoyed each others friendship, association, and literary development.

In 1947, Mrs. Minerva Teichert, an artist, from Cokeville Wyoming, presented the club with a beautiful life size oil painting.
