Garden City Beach Etiquette

The Beach Access on 150 South has been locked with a new lock as someone without City permission left the gate open on Friday and Saturday. 

The reason the gates are locked is because the City does not have anyone to manage the accesses. If ;you would like to volunteer to greet people, had out doggie doo bags, check for the quagga certification, and clean the beach each night, please call the City Office.

Garden City requires you to take a quagga certification test at the Marina (maybe online) pay your $75 and enjoy the beach accesses for the summer.

The City will outline the areas for parking this week and the areas where you may not park in hopes that people will use common sense and park 50 feet from the edge of the beach and stay off the wet lands.

It will be an experiment in self-control.

A welcome was given to Wes Thompson, the newest board member, replacing Joey Stocking who retired his seat after serving several years.

#3 Discussion for a Conditional Use Permit for the Bear Lake Candy Company at Water’s Edge to set up a storage container for Fliz Drinks until space becomes available in the existing building. The permit application was denied as it was not on the original plat.

#4 Discussion of the Conditional Use Permit for Bear Lake KOA to use their overflow parking on 300 West. Approval was denied as they do not need a Conditional Use Permit on this property. They just have to complete the required fencing.

#5 Discussion for Preliminary Phase 6 on Long Ridge. Approved.

#6 Discussion for the final on Conestoga Phases 1 & 2. Approved.

#7 Discussion for Re-zone application on the property between the Garden City Pond and US 89 formerly Arlo Price’s Berry farm. The application was denied as they do not need a rezone in this area to build single family housing.

Rich County Commissioner’s Information July 6, 2022

10:00     Concerns about the traffic going through Randolph on their way to Bear Lake were presented by Sim Bell. Some of the traffic doesn’t slow down. He asked if the Board had any solutions. Suggestions were made to place a patrol car at the various places to make people think police are on duty and  watching for speeders. A fun suggestion was asking UDOT to paint the road in very large print.  “Slow Down, you’re in a town”.

10:30 Ben Willoughby suggested that 3 ordinances be updated. He had located the only two ordinance books for Rich County and found that some of the ordinances were hand written 50 years ago.

The first ordinance of discussion was, “Providing for Theft or Crime Insurance in Lieu of Fidelity Bonds for County Offices”. The State of Utah updated their laws in 2007 and the board decided to go with Mr. Willoughby’s outline. (This was much more fun in person than on paper)!

The second ordinance dealt with “Control of Dogs and other Pets”. The Ordinance had been written in 1981 requiring all dogs to be licensed once a year and the Sheriff was in charge of enforcing the ordinance. Ben will write the new ordinance with input from other cities. No wild animals are to be kept as pets. (Ok people-that means no alligators in your pool).

The Beehive ordinance was the last ordinance discussed. Ben suggested repealing the Rich County Ordinance and replacing it with the Utah State Code. Also, beekeepers will need to notify the Rich County clerk annually where the beehives are located so that aerial spraying can be done safely for the bees.

A tougher discussion was the per diem expenses incurred by officals of the County attending meetings. This has to be written out because of liability to the County and the attendee.

11:30 Eden Ranch Subdivision Phase 3 plat amendment to combine 3 lots into 2. Approved.

Krystal Butterfield shared the legal Description of the Road shed and deed. Approved with exemptions..

After lunch Kim Wilson presented the Personal Property and Assessment Roll Corrections. Approved. It was also discussed as to the ever changing tax laws that there probably will be an increase in taxes for 2023.

There will be a public hearing next month for the changes in the Ordinances.

Swan Creek Canal Company Information

 

Swan Creek Canal Company July 11, 2022

The meeting was called to order by Chairman Paul Webb. The Board members present were Terry Allen, Bill Cox, Curtis Moldenhauer, and Riley Argyle on the phone.

Jennifer Cassillas tendered her resignation. The board accepted it with thanks to Jennifer for serving many years.

Discussion was held on a replacement for Jennifer. The board has interviewed a candidate. Some of the problems facing the board is the tracking of 1,000 shares. Jennifer worked hard on this particular problem, but sometimes families didn’t record them with the Canal Company when they gave them to their children.

Another problem the board discussed was the breach of the canal. Engineers, geologists, and big trucks hired by Conestoga with the advice from the canal board worked together to solve the issue. Of course renters at the Ranch were not happy with the noise and the dust from the work that had to be done so it took a little longer to finish. Now it is time for the bills to be paid and the insurance companies and lawyers will work on that.

  (The Board agreed to meet again in August).

The Board has contracted with JUB to help find grants to pressurize the pipe from Harbor Village to ? . Discussion was held on the pipe sizing. The engineers will be able to tell the board which size to get. The grant requires at 50% match in monies which will be difficult for Swan Creek Canal Company to raise. Hopefully by next year the grant will be in place.

Trails to go on top of the canal were discussed. Another topic was the idea of how to use water shares not currently being used.

Utah Water Watch (UWW) is a volunteer water quality monitoring program. Our goal is to empower Utahns to learn and share knowledge about their local watersheds and practice good stewardship. Data collected is shared in a public database and with local water managers.

UWW is a free program and is open to volunteers of all ages. Volunteering is a fun way to learn more about water quality and help protect lakes and streams in Utah!

There are 3 steps to become a volunteer:

1.Fill out the volunteer registration form.

2. Attend a workshop and become certified (click the green "Register" button to register for this specific training).

3. Work with the coordinator to choose a site to monitor.

Garden City Fire District Board Meeting, Wednesday July 6th, 2022

Chairman Randall Knight and three board members were in attendance.

A discussion was held concerning internal affairs and the fire inspection fees and a vote was held. They will now be $50 starting September 2022. Remember, a return trip is included but a fee is charged for a third trip.

The district fire department will be hosting a community Pioneer Day Picnic on Saturday July 23rd at 5:00 PM at Heritage Park. It is a free event but donations are appreciated.

Obituary-Laurel Dee Whittington

 


Laurel Dee Whittington – born August 4th 1939, in Logan Utah, died suddenly at home in McCammon Idaho on June 15th 2022.

He was the son of DeVerl Charles Whittington and Virginia Bunderson of Garden City Utah. Dee worked as an Aerospace Engineer for Litton Guidance and Control Systems in Salt Lake City UT and retired in 2000.  He enjoyed his retirement in Morgan UT and McCammon, ID where he farmed and tinkered with tractors, cars and anything else that could be disassembled.

He is survived by his wife Andrea Parker Whittington, his son David D Whittington (Telma) of South Ogden, and his daughter Jennifer Petersen of Bountiful Utah.  Preceded in death by his son, Kenneth DeVerl Whittington, and his parents. Grand children:  Parker Petersen (Olivia), Taylor Petersen (Desi), Chase Petersen, Annie Petersen and Erika Anglesey.

Funeral Service were at the McCammon Stake Center in McCammon, Idaho, on Sat. June 25th at 11 AM with a viewing at 10 AM.  The stake center is located at 403 West 16th street in McCammon Idaho. Interment at the Garden City cemetery in Garden City Utah at 3 PM
