Idaho Bill for Bear Lake Preservation signed by Governor Little

Wednesday March 29, 2023

Idaho bill for Bear Lake Preservation

Signed by Governor Brad Little at a ceremony

S1112 passed unanimously through both the House and Senate

(see the bill)

This signing sets into the law of Idaho a clear statement that Bear Lake should be preserved for all generations to enjoy with all its beautiful and valuable qualities.

This seemingly small but hugely important addition to Chapter 43, Title 67 of the Idaho Code brings Bear Lake into the fold with the other prized and protected lakes of Idaho.

This section will stand as a guidepost for future legislatures and administrations of Idaho, to help them see that they stay the course leading to the preservation of the natural character of the lake even while we use it to aid irrigation production and power generation.

It also indicates there is a part for you to play in achieving the goals by calling out the need for collaboration among agencies and stakeholders.

.

This has been years in the making; setting the stage, helping people see the need, developing trust and partnerships, finding the right words to put on paper and finally guiding it through the legislative process.

We send a heartfelt thanks to Senator Mark Harris, Representatives Josh Wheeler and Kevin Andrus and all who assisted us along the way and through all the years.

Claudia & David

Flooding Update-Bryce Nielson Emergency Manager for Rich County

Flooding Update

As we all know, the snow has continued to pile up. It appears that there was a warm-up this past weekend.  It will be short lived according to the forecast, so I hope you had time to move some snow and soak up the heat.  It may also be a good time to fill sandbags if you need them. Sandbags are available at the Garden City office Monday-Friday from 9 am to 5pm. There is no charge. Please only take what you need so there is plenty for everyone. They are not filled. There is plenty of sand at Heritage Park just east (all the way east) of the Pickleball Courts. Bring your own shovel, fill the bags about 2/3 full for best results.  Other sites are located around the county.  In past years, I have seen a lot of erosion on gravel roads in the hillside subdivisions when water running down the side of a road hits a uphill driveway.  Clean the culverts out or ditch around them.

I believe that when Bear Lake thaws, it will be the latest on record.  There is two feet of cold, clear ice under who knows how much snow on top which will insulate it.  Until the high snow in the Uinta’s starts to melt and the Bear River is diverted into the lake, the ice will remain.  That will be into May, so we can prepare for a cold Memorial Day weekend.  Forecasts for the month of April say the weather in Bear Lake will be cooler with slightly more precipitation than normal.

On that cheery note, just watch the weather, mitigate any flooding issues and be safe.

Rich County Emergency Manager

Obituary-Justin Groll

March 27th, 2023, a hero, husband, father, son, and brother was called back to his heavenly home. Justin Frank Groll(49) was born December 17, 1973, to Benjamin Reed and Jeralene Jackson Groll. Justin was the third child of six. After graduating Rich High, he served a mission for The Church of Jesus Christ of Latter-Day Saints in the Mississippi Jackson Mission. He then proceeded to play football at Southern Utah University. Here he met his lifelong companion, Shauna Allen. Justin and Shauna were married on January 18th, 1997, and later sealed in the Logan Utah Temple. Justin and Shauna welcomed 4 children into the world: Ashley, Jaidyn, Karter, and Karsyn. His wife and children were his greatest pride and joy.

To know Justin was to love him. His presence was huge, and his laughter filled a room. He is Christ-like and loyal to a fault, making everyone feel special. His love for his Savior, daughter, sons, and wife was evident to everyone. He accomplished everything he put his mind to, receiving his master’s degree in education, scuba diving certificate, and EMT/first responder training. He was a teacher and coach for 23 years and served in various church callings and community services. Justin enjoyed hunting, fishing, ranching, roping, the Buffalo Bills, football, and spending time with his family. He would pull over to help anyone, lend a hand, or be a listening ear. Justin was always for good and changed so many lives by his example. He was the man who roped the moon, hung the stars, and will be deeply missed.

Justin is survived by his wife Shauna, four children: Ashley Nicole, Jaidyn Justin, Karter Ross and Karsyn Makoye; parents Benjamin Reed and Jeralene Jackson; siblings Shawn (April) Groll, Rhett(Alicia) Groll, Margo (Frano) Barerra, Zane (Carrie) Groll, and Misti Groll. Many aunts, uncles, nephews, nieces, cousins and friends. Preceded in death by his grandparents.

Funeral Services were held Monday April 3 at 11:00 a.m. in the Randolph LDS Church. Interment in the Randolph Cemetery following the services.

Our family would like to thank the Rich County EMT’s, Sheriff’s Department and Rich County School District.

Easter Thoughts

The week before Easter is called Holy Week or Passion Week. These are some of the traditions and how this week is celebrated:

On Palm Sunday, Jesus entered Jerusalem (Matthew 21:1-7) (Mark 11:1-14) (Luke 19:28-40) (John 12:12-19) and was greeted by crowds carrying palms and singing praises.

On Holy Monday, Seeing a fig tree by the road, he went up to it but found nothing on it except leaves. Then he said to it, “May you never bear fruit again!” Immediately the tree withered. When the disciples saw this, they were amazed. “How did the fig tree wither so quickly?” they asked.Jesus replied, “Truly I tell you, if you have faith and do not doubt, not only can you do what was done to the fig tree, but also you can say to this mountain, ‘Go, throw yourself into the sea,’ and it will be done. If you believe, you will receive whatever you ask for in prayer.”

Jesus entered the temple courts and drove out all who were buying and selling there. He overturned the tables of the money changers and the benches of those selling doves.

Holy Tuesday, is when Jesus was issued various challenges by the Pharisees and Sadducees over subjects such as marriage in heaven, paying taxes to Caesar, and the source of His authority. Jesus continued teaching in Jerusalem, including telling the disciples that he would be crucified in two days (Matthew 26:1-2) (John 12:20-36).

Holy Wednesday (or Spy Wednesday since it is traditionally thought of as the day Judas the spy, conspired with local authorities to betray Jesus). Jesus was anointed with oil and rebuked Judas for criticizing the woman who anointed him (Matthew 26:6-13)  (Matthew 26:14-16) (Mark 14:10-11) (Luke 22:1-6).

Maundy ThursdayThe word Maundy is derived from the Latin word for “command.” The “Maundy” in “Maundy Thursday” refers to the command Jesus gave to the disciples at the Last Supper, that they should love and serve one another.  (Matthew 26:17-35) (Mark 14:12-42) (Luke 22:7-28) (John 13:1-17:26) Jesus was arrested in Gethsemane (Matthew 26:36-56) (Mark 14:42-52) (Luke 22:39-53) (John 18:1-10). That night, the authorities condemned Jesus for blasphemy (Matthew 26:57-67) (Mark 14:53-65) (Luke 22:66-71) (John 18:19-24)). The same night, Peter denied Jesus three times (Matthew 26:69-75) (Mark 14:66-72) (Luke 22:54-65) (John 18:15-27).

On Good Friday, Jesus was sent to Pilate and King Herod (Matthew 27:1-26) (Mark 15:1-21) (Luke 23:1-25) (John -18:28-19:16), then crucified and buried (Matthew 27:32-55) (Mark 15:21-47) (Luke 23:26-54) (John 19: 17-42).

On Holy Saturday Jesus was lying in the tomb, and the religious leaders asked Pilate to post guards and seal it (Matthew 27:62-65). That evening, several women bought spices to make a burial anointment (Mark 16:1).

On Easter Sunday, the woman came to the tomb and discovered Jesus had risen from the dead (Matthew 28:1-15) (Mark 16:2-11) (Luke 24:1-53) (John 20:1-23).
