Rich School District School Board Meeting August 28th 6:00 PM






August 18, 2025 Garden City Fire District Meeting Report

The meeting started on time with all board members present.  Nobody from the public was present.

Randall reported there have been about 28 loads of dirt dropped off on the new fire department lot and boundary stakes had been placed on the west and north sides of the property.  The survey company corrected their information but the county recorder still doesn’t have a lot number or address.  The removed 20 foot long culvert will be for sell and listed on Facebook.

 

A new Policy and Procedure will be made to sell fire district property or equipment that is no longer needed.  The board authorized hiring a part time person to help the Chief with all of the maintenance of the equipment and building.

The state auditor’s office said that impact fees can be used for a fire truck purchase under $500,000, which contradicted the advice the fire district had been given in the past.  Currently the impact fees are being used for the building addition so there isn’t extra funds for newer trucks at this time.          

There has been 99 callouts this month so the district has had verified ALL of the Equipment is running well.  A new high-pressure hose has been installed to replace the ruptured one that blew during a boat fire call. The BBQ on the 24th had a good turnout and the community had fun. Raspberry Days was surprisingly quiet, but the weeks around it were very busy with the following callouts:

2 brush fires, 1 BBQ fire on deck, 1 boat fire, 1 dumpster fire, 1 house/structure fire, 6 marine rescue calls, 6 agency assists, 7 CO calls, 2 propane leaks, 9 fire alarms, 4 vehicle accidents/1 heavy extrication, 3 STR inspections, 11 illegal fires/burning, 9 fireworks violations, 30 medical assists

As a special note, I would like to report that because of their extrication training the responding firemen were able to extricate a person from a vehicle and hopefully saved their life.

Also as a reminder the Fire Board meets every 3rd Monday of the month at 6:30PM in the Fire Station and open to all residences to come and voice any questions or concerns to the board.

JUST A LITTLE BEAR LAKE HISTORY by C. T. Buttars

For the early settlers, formal education in the Bear Lake Valley was challenging to say the least.  In most instances, the people who attended schools and churches faced the difficulty of traveling many miles to gather together in a meeting house.  Often, the same building was used on weekdays for school sessions, Saturdays for dances and gatherings, and Sundays for church meetings.  “The first school opened in Laketown in 1869.  It was held three months of the year and in a building that had a dirt floor and was also used for church meetings.” (published by Rich County Courthouse.gov.) 

 One student who graduated from high school in Laketown in 1941 was Stella Sims (Terry Long).  She was the second of eight children of Everett and Buelah Sims, and her family resided in Garden City.  At that time, students attended Garden City school in grades 1 through 8 and then were bused 10 long miles to Laketown for their high school years.  Her senior year, Stella was instrumental in publishing the first North Rich High School yearbook, the Mustang. 

 Although the school classes were small, the memories they shared were an unforgettable part of their lives.  Stella spoke frequently about their teachers, classmates and great experiences they enjoyed.  Here are the teachers and students who created those memories some 85 years ago:

About The Program

Course Content

This course will provide instruction in the areas of: firearm handling and safety; hunting law and ethics; responsibilities towards landowners; hunting skills; wildlife identification; survival skills and first aid; and management and conservation.

Hunter Education Certification Cards

Hunter Education Certification cards will be awarded to students upon successful completion of the course, which includes attending all class sessions, passing the field exercises and a written test.

Who needs Hunter Education?

If you were born on or after January 1, 1975, you must complete a hunter education course to purchase a hunting license OR show proof of a previously held license in Idaho or another state.

Age Requirements

  • Recommended for students ages 9 to adult.
  • A parent must check in students under age 18.

Individuals with disabilities may request reasonable accommodations by contacting the Idaho Department of Fish and Game hunter education coordinators at fish and game offices or the State Hunter Education Coordinators office at 208-287-2872. Rich School District

lst Football game of the season was held Friday, August 15th, with Gunnison.  The Rich Rebels defeated the Gunnison Valley Bulldogs with a final score of 27-14.  Rich's home opener was the fifth consecutive win dating back to last season.

Paving Construction Update

CAUTION: Motorcycle, Cyclists, and Drivers

Road resurfacing causes uneven road surfaces, and loose gravel throughout the corridor. Please use caution and prioritize safety while travelling through the construction area. Reduce speed, follow posted signage, and be alert of crew members and equipment.

Crews have completed work on the road base and riprap along the project route. Next week, crews will begin installing rumble strips and applying chip seal. Please continue to use caution when traveling through the area and watch for workers and equipment.

What is chip seal?

Chip seal is a process used to seal small cracks and prevent water from penetrating the road base. Chip sealing a road helps improve traction, and extend the life of the roadway.

Project Overview

The Utah Department of Transportation (UDOT) is completing a roadway replacement project on US-89 from Beaver Creek Resort to milepost (MP) 492 in Logan Canyon, spanning approximately 6 miles. The project will extend the life of the roadway, replace damaged signage and guardrail, and update drainage culverts. This project will provide drivers with improved mobility and safety throughout the corridor.

What to Expect

  • Daytime work Monday through Thursday (7 a.m. – 7 p.m.)
  • Occasional nighttime work
  • Noise, dust, and vibration
  • Occasional canyon closures and lane restrictions
  • Heavy equipment, support vehicles, and crew members
  • One-way flagging operations

Logan Canyon Fiber Project

The Utah Department of Transportation (UDOT) is undertaking a project to install fiber-optic cable in Logan Canyon. This fiber optic cable installation will improve broadband access in Logan Canyon, allowing for easier and more reliable community connection for Logan City, Garden City, and Beaver Mountain Resort. It will also strengthen and enhance communication capabilities, strengthen emergency service support, and create opportunities for these communities to expand services and improve connectivity.

Fiber Optics Construction Update

Upcoming Construction Activities

Crews will continue trenching for fiber conduit installation in the traffic lanes at the following locations:

  • Milepost (MP) 462.5 to 464.5 (near Canyon Rd and Canyon Entrance Park)
  • MP 470 to 472 (near Right Hand Fork)


This work includes rock saw excavation, allowing for precise material removal with minimal impact to surrounding structures. Please drive with caution through the work zones. Impact to travel will be minimal near Canyon Entrance Park, but traffic will occasionally have to stop for 5 minutes for machinery maintenance.


Drivers can anticipate heavy traffic delays and signalized one-way traffic at one location throughout the project area.

  • Delays are anticipated throughout the canyon
  • Nighttime lighting, noise, dust, and vibration
  • Heavy equipment, support vehicles, and crew members
  • Utah Highway Patrol escorts in the area
