Winterfest is ready for you Are You Ready?
The Bear Lake Monster
Winterfest is Bear Lake’s biggest annual winter event. The next time this
family friendly event is being held is on January
27-29, 2023. Most activities take place in the Utah Bear Lake State
Park Marina and Sunrise Resort & Event Center. The
state parks entrance fee at the Marina will be waived for
those attending the event, with a hope that you’ll donate to The Family Place
non-profit for which the event is fundraising. The event is put on by the Bear Lake
Rendezvous Chamber of Commerce, Bear Lake Valley
Convention & Visitors Bureau, Garden City Fire
District, and Bear
Lake State Park.

PRECAUTIONS: We recommend all who attend to follow current local health

This FREE event provides
an opportunity to try winter sports. There will be fat-tire bikes, snowshoes,
snowmobiles, and tubes (for the kids) provided by Epic Recreation & Beaver
Creek Lodge. Free hot cocoa & treats.

Mayor Burdette Weston welcomed those present and called the meeting to order at 7:00 p.m. on Wednesday, January 4, 2023. Those present are as follows: Mayor Burdette Weston, Council Members: Eldon Robinson, Delora Wight, Brandon Willis, Kris Hodges and Clerk Alice Jackson. Those present were Duane Robinson, Chairman of the Planning and Zoning Commission. Andrew Lillywhite and Herm Olsen with HAO law firm arrived at 7:00 pm.
Opening Ceremony: The opening ceremony was conducted by Eldon Robinson and Delora Wight led the Pledge of Allegiance. ACTION: Mayor Weston called for the agenda to be approved. Brandon made the motion to approve the agenda, seconded by Delora. Motion carried unanimously. Mayor tabled Item B on the agenda. Other agenda items may be pushed to next month as well pending the length of the meeting this evening. ACTION: The Mayor called for the prior meeting minutes (December 7th) to be approved if there are no questions. Motion to approve the meeting minutes made by Eldon, seconded by Kris. Motion carried unanimously. ACTION: The Mayor called for the prior executive session meeting minutes (December 7th) to be approved if there are no questions. Delora questioned the documented start and stop times of this meeting. Alice will review, edit as necessary and will present to the mayor and council next month for their approval. ACTION: Mayor asked for a motion to enter into a closed session to discuss possible litigation. Motion made by Delora, seconded by Brandon. Motion carried unanimously. At 8:03 pm, regular session resumed with roll call. Those present in the room: Mayor Burdette Weston, Council Members: Eldon Robinson, Delora Wight, Brandon Willis, Kris Hodges, Clerk Alice Jackson, Duane Robinson Chairman of the Planning and Zoning Commission, Andrew Lillywhite and Herm Olsen. The mayor voiced appreciation to Herm and Andrew for attending the meeting. Brandon addressed a broader issue regarding the feasibility of having council attend future meetings, especially with towns of our size. Brandon noted that having council present would support and facilitate positive outcomes when the council needs to make a critical decision. Bear Lake Watch former Directors-Dave and Claudia Cottle
introduced the new Director, Lewis Chandler, who will handle the day to day
regimen of keeping Bear Lake Watch up to date. Lewis has worked in health care
management and has a home here in the valley. Claudia will move into a VP
position over the water and external affairs. Claudia also presented Bear Lake
Watch’s suggested outline for the Utah and Idaho Legislatures in hopes that a
bill will be introduced by the State Legislators for the inherent qualities of
the lake to be tracked and maintained. Up to this time there has not been any
qualifying data to figure out a policy to protect the lake. There are small
bits gathered, but not followed in consecutive years.

Cottles for more information)
Mark Smoot from the Chamber of Commerce presented an
economic update for the past year and meets with a Chamber Coalition from other
cities every week to discuss problems and solutions.
Of course, Winterfest is coming and the monies raised (after
expenses) goes to supporting The Family Place. There will be free activities on
Friday with snowshoeing up at the Overlook and instructions on how to snowmobile
safely at the Sinks location. Some the problems the area faces are not enough
parking in the winter at the Sinks. UDOT, the USFS, and others are working on a
plan.
Skijouring will take
place in February next to Water Dance.
Gary Teuscher, our city auditor, went through the annual
review of the city’s finances and feels the City is financially secure. (Go
take a look at the audit-it will amaze you what our City has done these past 20
years).
The CDBG grant (from the government) was allocated to Scott
Livingston and Spencer Bailey for the apartments that are planned on Kimball
Lane.
Quinn from JUB went over the projects that are being worked
on: the well is being drilled, the funding for extending 3rd West, a
few minor details being worked out for Bear Lake Vista Townhomes by the Chevron
near the new Epic building (the old Stringham True Value), the Conestoga
challenges, and Water’s Edge.
Important for all to read is the General Plan located at the
City Office and to attend the meeting on January 18th at the City Office
beginning at 5:00 pm to give your input.

DISTRICT MAINTENANCE SUPERVISOR
The selected individual will be
responsible for the maintenance of all buildings and grounds in the
district. The maintenance supervisor
works under a 12-month term of employment and is eligible for benefits.
Preference will be given to
individuals that can demonstrate skills in the following areas: sprinkler systems,
construction, electrical, heating and cooling systems, snow removal, grounds
maintenance, building security etc.
The individual selected will be
expected to supervise part-time summer employees, oversee bids from outside
contractors, supervise contractors, and make sure that all buildings and
grounds are properly maintained.
Pre-employment drug testing may be
required and if awarded the position, the individual must submit to a
background check.
