Obituary-Marvin South (Tick) Cornia

Marvin South Cornia, known by everyone as Tick, passed away peacefully at home with his family by his side February 22, 2023. He was born December 1,1936, to Owen “Dodge” and Lillie South Cornia in Woodruff, Utah.  He was the third of four children — Maxine, John, Tick and Scott.

He grew up when money was tight, but he still enjoyed his childhood with many adventures he came up with on his own. Stories of his childhood included many hours of chasing butterflies and training mice. He also went fishing a lot with a string tied onto a willow branch, catching chubs and suckers in the creek two miles from his home. It was there that he refined the art of flyfishing, which he loved.

He later graduated from South Rich High School. During those years he played basketball, football, and met his dance partner and love of his life, Pearl McKinnon. After three and half years of courtship they were married on April 20, 1956.  They were sealed for time and all eternity on March 30, 1964, in the Logan temple. Together they raised four children — Criss, Cindy, Bart and Teena.

As a family they bonded through hard work on their 160-acre ranch, going to rodeos, wrestling matches, fishing, following the Bar J Wranglers throughout the region and making memories that are sure to stand the test of time.

Tick enjoyed lending a hand to anyone who was in need, oftentimes anonymously.  Those closest to him know the generosity of his heart, his hard work ethic, honesty, and his witty sense of humor. When working next to him, one would rarely know that they were actually working because he would make a game of work.

Tick’s greatest love was for his family.  He loved spending time with them, giving them a hard time and sharing stories of his adventures in life.   His second love was hard work and striving to be a good person.

He was preceded in death by his parents, Dodge and Lillie Cornia; his wife, Pearl McKinnon Cornia; son, Bart Cornia; and siblings Maxine Nichols and John Cornia.

He is survived by son, Criss Cornia; daughters Cindy (Jeff) Haggit, and Teena (Jason) Chandler; 11 grandchildren; and 12 great-grandchildren.

The family would like to thank Atlas Home Health for the love and support they provide our father.

Funeral services will be held at the Woodruff LDS Chapel.  Viewing will be Sunday, Feb. 26, from 6-8 p.m. and Monday, Feb. 27, from 9:30 to 10:45 a.m. followed by the funeral starting at 11 a.m.

Rich County Commission Report-You can still watch the proceedings on youtube

10:15 Updates from the Bear River Association of Governments-BRAG.

10:30 Kim Wilson, Assessor – Parcel Corrections and Property Tax Refunds: Water’s Edge, Carson & Samantha Ellingford.

10:35 Minutes approved.

10:45 LouJean Argyle, Treasurer – Crawford Mountain Properties 2022 delinquent – will go to the May Tax Sale. This 42,000 acre property is for mining claims only on State and BLM properties and has many investors.

11:00 Candy Cornia, Rich County Conservation District asked for $2,500 for 2023. The money is used for scholarships and a match for other grants. It was approved.

11:15 Scott & Sharon Heiner requested a refund that their property management had paid inadvertently. It was granted.

11:30 Brendan Walker, Lake Effect Landscaping requested a Business License. It was approved upon payment of the license fee.

11:45 Dustin & Jodi Goodwin, requested an application for a building covenant to run with the lot. Mitch will review this application and find out what the responsibility if any is for the county to decide.

12:00 Mitch Poulsen, Bear Lake Regional Director gave direction to the Commissioners on how the County should not have to do any of the building covenants. It is up to the homeowner to contact the HOA and explain what their plans would be. If there are no public easements that need to be reviewed then it is up to the HOA to decide what the next steps would be. That would include contacting the neighbors within a 300’ radius of the property.

Mitch also asked for a match of $25,000 for the Bike Path and a letter from the Commissioners for the grant application. The grant is about $600,000 and will be supported by Outdoor Utah.

1:30 Bryce Nielson, Emergency Management Services Director – discussed the Special Needs Resolution that is available to each person in the County who might need help in an emergency situation.

He also discussed the Spring Run-off Plan.

1:45 Randall Knight, presented the name of Rich Schaefer as a Garden city Fire District Board Member. Approved.

1:50 Dave Enns for Rich county Sanitation presented the information on the needed trucks and track hoe to maintain the County dump.

2:00 Ben Willougby, County Attorney led the discussion of the Rich County Adjoining Landowners Ordinance Pertaining to the Construction and Maintenance of Fences in Rich /count for Agricultural Purpose, for Provisions for Payment by Adjoining Landowners and for the Provision for non-payment.

He talked about the reasoning for Business Licenses and the charges. General contractors do not need another business license if they have one from another entity in the State. Food Trucks also may use their license from another entity. Some businesses are exempt – like Day Care Centers as they are licensed by the State. But if there are problems then that is when the County steps in.  There will be a public hearing in April to try to explain the whys and wherefores.

Next he talked about the fence-in/fence out general policy in Rich County (this will be on a public hearing in April). There is much to think about as Utah is an open range area except in towns and people are responsible if they kill a cow.

A discussion was held on the Rich County Aging Council. Bill suggested the Council hold off until the Legislature defines what the State wants counties to do.

3:30 Commission Business – Discussion on Collecting Sales Tax on the Short term Rentals. Some of the Big companies collect the sales tax and some do not.

3:40 Motion was made to appoint the new Rich County Chairman. Sim Weston was appointed.

4:00 Meeting Adjourned.

Rich County Emergency Management

                Special Needs Registry

               Rich County Emergency Management

The Utah Special Needs Registry (SNR) was developed to assist local emergency managers in their efforts to plan for and respond to the needs of individuals requiring special assistance in the event of a disaster.  Rich County recently signed a MOU with the State for participation.  This allows individuals to identify themselves as potentially needing assistance in a disaster situation.  Participating jurisdictions can then evaluate the location and needs of these residents to develop plans and response capabilities.

People who feel they would need some kind of special assistance in a disaster or emergency are encouraged to register.  There is no guarantee that responders can help and there is no substitute for personal preparation.  There are two ways to sign up for the SNR.

Website - http://www.specialneedsutah.org-- The individual completes the form and clicks on the Submit button at the bottom of the page.

Call DEM 801-538-3400 – The individual tells the call taker he or she or the facility they represent is interested in being listed in the Special Needs Registry.  The call taker asks questions about the individual or the person(s) for whom care is provided.

In Rich County, all the information on the people who register, will be private.  Only three people, sheriff, county commissioner and emergency manager, will have access to this database.  Only in the event of an emergency will this information be accessed.  Please make the effort to sign up for your own safety.  If you need assistance contact the Rich Senior Citizens or me, Bryce @ 435-994-1649.

Obituary-Floyd Kay Cornia (Runt)

Floyd Kay Cornia (Runt) was born on May 8th 1932, along with his twin brother Lloyd, to Theris and Mayme Cornia in Woodruff Utah. Weighing only 3lbs he spent his first 3 months in a shoe box on the warming oven door of the old majestic stove, earning him his nickname Runt.

As a young boy living up Woodruff creek Floyd rode his horse to school every day starting his love of horses. They made their own fun racing horses, spooking horses, and causing other mischief. He was known for his quick wit, dry sense of humor, and one liners.

He graduated South Rich High School in 1950 and married Norma Jackson on September 12, 1951 in the Salt Lake Temple. They made their life together on the ranch and had 4 children. Venna (Ron) Ward, Perry (Candy) Cornia, Clint (Tammie) Cornia, and Todd (Maira) Cornia. They worked hard and made an impression on a lot of hired men. With hard work came a lot of fun and memories. Floyd loved training cutting horses, calf roping, team roping, horse racing, and cutter racing. He enjoyed a lot of success through the years and even raced in the World Finals Cutter races and was the 1981 Utah Cutting Futurity Champion.

As much as Floyd loved competing he also loved helping kids compete and mounted many local kids for High School Rodeo. He was recognized in 2010 on the National Day of the American Cowboy in Ogden Utah and was still training colts into his late eighties. He loved to tease and got a lot of joy out of his 11 grandchildren and 20 great-grandchildren.

He was preceded in death by his daughter Venna Ward, Sister Merlin Paul, brothers Keith Cornia and Lloyd Cornia, and his parents Theris and Mayme Cornia.

We would like to thank Rich County EMTS, Evanston Hospital, and Best Home Health and Hospice.

Funeral services were held Saturday, February 18, 2023, 12:00 Noon at the Randolph LDS Chapel. Interment will follow in the Randolph Cemetery.
