Rich County Sheriff's Office is hiring a new Deputy, we have been given the green light to add another Officer to the ranks.
Emergency Services by Joey Stocking (Fire)
I’ll do my educational part first this time and do my story second.
Four different fire districts exist in Rich County - Garden City Fire, Laketown Fire, Randolph Fire, and Woodruff Fire. Each has a Fire Chief and volunteer firefighters who carry pagers & use a smart phone app for incident alerts. Each town has a fire shed that houses firefighting apparatus and equipment. Each district has mutual aid agreements in place, so they can help each other when the individual fire district is overwhelmed. All four districts are setup for structural firefighting as well as wildland firefighting. Some districts also include capabilities such as rope rescue, ice rescue, water rescue, extrication (jaws of life), and hazmat response.
Additionally, our county has a Fire Warden and Deputy Fire
Warden who specialize in wildland fires and serves as a liaison between the
county and state when additional resources are needed.
In the last few years fire personnel in Rich County have
responded to incidents that have included rolled over fuel trucks needing
hazmat containment, a 3 level condo fire, a 14,000 acre wildland fire, water
rescues on Bear Lake, a rope rescue assisting Cache County, and a townhome fire
that involved a fatality. Once or twice a month, month after month, these
volunteers meet and train to keep their skills and knowledge current.
Personally, I’m claustrophobic. I do not enjoy wearing the heavy firefighting “turnouts”, the air tank, and having an SCBA mask covering my face. I’m the oddball out on the Garden City Fire District (GCFD). All the others seem to thrive on getting geared up and running into burning buildings or smoky wildfires. I’ll suit up and do what is required to help, but it just isn’t my favorite.
I do, however, love the other parts of being part of GCFD. I
love the rope, ice, and water rescues. I thoroughly enjoy the camaraderie with
my fellow volunteers. But one thing that I really enjoy is flying the sUAS.
What is a sUAS? Small Unmanned Aerial System. Most people call it a drone. The GCFD drone is equipped with a thermal camera that has proven to be quite useful on both structure fires and wildfires. It even has a spotlight that came in handy in lighting the way for wildland firefighters that had to traverse some rough terrain in the dark to get to a fire. I love technology and the quick advancement in sUAS technology has made for a remarkable tool in firefighting. I think someday soon we will look back and think ‘how did we fight fires before we had sUAS to assist us?'
Do you have a skill that you think could contribute to your town's fire district? Are you willing to learn new skills? Interested in learning more about what is involved with being a firefighter in Rich County? Fill out the following form: https://forms.gle/BLKAuG5o1KWPRZDb9
Check out the below video that
shows sUAS's use on a house fire here in Rich County. It shows the hot spots that
we would not have known about otherwise and how it helped us to direct hose lines to the needed places. https://www.youtube.com/watch?v=AGq0VufzCgE

Question: How many employees might there be? Answer: maybe
100 in peak season?
Question: Is there onsite housing? Answer: No, still looking

hats & t-shirts, picnic baskets prepared for guests. Martel asked about
public amenities. Answer: Sun Communities will offer day passes for locals for
pools and sports courts.
What are the guarantees for these questions? Answer: These
will be on the plat. Ken Hansen discussed the large vehicle parking. The group
has reviewed the large vehicle parking area in revised plans. They will have
regulations. Guests will have a 40’ X 70’ lot. Ken also asked if they have
planned to work with Paradise Parkway plans. They are willing to meet with
anyone or a committee.
Question: Will razors be allowed in the park? Answer: No,
they are looking more towards golf carts. Would the guests have to trailer up
to the parking area up Hodges Canyon or the Forest? Answer: Yes. Mayor Mike said that Paradise Parkway needs
to be fully built out instead of just the parts adjoining Sun Community.
Will funding be available in the next 12 months for Paradise
Parkway? Mayor Mike said yes. The grants are being worked on. If the City goes
ahead with the rezone then the City is giving up 300 feet by 800 feet of
Commercial Property plans along SR 30. Pat reminded the Resort that they need
to be very aware of employee housing as it is a major problem.
Question: Will you sell any park models? Especially for
winter use? Not in the foreseeable future. Mike asked it there could be a
rental for the season. The resort said yes. Motion by Martel to deny the PUD.
Motion died due to lack of a second. Ken made the motion to accept the PUD
overlay and approve the conceptual plan. Pat seconded the motion. Motion
passed.

parking from to. Approved.
b. Ord. 22-05 Change STR Parking Requirements 10’ by ?
c. Ord. 22-06 adding Items to final plat by adding addresses
to the mylar. Make an addendum on the side. Our code said that we had to have
it on the mylar. This was confusing and the group will check it out with the
County.
d. Ord. 22-09 Changing Commercial set-backs. 5’ to allow
foot travel on the sides if not it should be 20’. Burger Barn wants 0’
set-backs. He is doing an awning where people can order. Blue Water Clothing
was allowed to do this. Back to the P & Z for reconsideration.
10. Board member appt.
11. Public Entity Resolution-new account signatures for new
council members according to the state law.
12. Miscellaneous: The Schedule for water usage is
inequitable and arbitrary. Ken said that he would like to see it done in a fair
way. Residential use is 4.5 outdoor use
is using ¼ of your lot and some use zero scape. Put the discussion on the
future plans. Bring in a water share per lot or the equivalent and an impact
fee. A water share is $12,500. You don’t have to bring in a water share for every
home, but several homes may come per share. Swan Creek has 11,000 feet of
water. Question: can you share your
water share with any place? Garden City has an agreement with Swan Creek for
their water storage. Canal information is a little different. They have to transfer
at point of diversion of the canals.
Martell wanted to talk about STR with an idea for Affordable
Housing. Much discussion was held about this. The City talked about whose
responsibility is this. Is it government or people with property? Could there
be a fee on STR that the government could purchase the property and it would
then be purchased by the homeowner?
Discussion about a road next to the Pickleville Store.
Dustin Hansen owns the store. He wants to build employee housing. Or are there
other possibilities?

Randall Knight presided - All board members present
Six citizens were in attendance and a good discussion was had concerning the proposed new impact fee that is to be charged on developments of mobile home and RV parks. Chairman Knight explained that it doesn’t affect existing units but is only for future developments. And, that it is a one-time charge, not a monthly fee. All of the board members participated and after a lively discussion, the guests all left and the board addressed the other items on the agenda with further talk on the wording of the impact fees.
Further updates to the employee handbook and procedure manuals were considered and voted on.
The responses for the
month were:
1 - Structure Fire
3 - Carbon Monoxide
Call

Burke A. Christensen Legacy Scholarship
I am extremely
proud to announce that the Eastern Kentucky University Risk Management &
Insurance (EKU/RMI) academic program of which I was a faculty member and
Director for awhile has just been recognized as one of the best in the United
States and #1 in some categories. While this recognition has come since I
retired, I hope it did not come because I retired.
At my
retirement, the Burke A. Christensen Legacy Scholarship was created to help
students in the RMI program - especially those who come from families with
limited resources and are the first member of their family to go beyond high
school. It is my hope (and my wife's) that I will survive all these runs so
that the scholarship does not become the Burke Christensen Memorial
Scholarship.
