Minutes were approved

Discussion/Approval of Food Truck Rezone to be located at 105 W. Logan Road – Approved (Food Truck locations may be requested by a business owner)

Discussion/Approval for an Amended Subivision to adjust lot lines in Cherimoya. Chuck Stocking-approved. (If you decide to adjust lot lines the plat has to be approved by the County)

Discussion on updating the ordinance regulating set backs and the signatures required for extensions.

Bear lake Valley Chamber of Commerce notes

Patrick Floyd was named as the President of the Chamber's Board of Directors. He will serve through 2025. Teri Eynon is the new VP. Mark Smoot will remain as the Executive Director. Carman Madsen serves as the Treasurer and Jen Casillas as the Secretary.

The summary for Winterfest is as follows:

On Friday, the participation of the non-motorized activities included 100 people using snow shoes, 200 people trying the fat tire bikes.

$1200 tickets were sold for "A Taste of Bear Lake".

There were 90 runners for the 5K.

7 Chili cook off entrances.

14 who built boats.

408 Jumpers registered to jump in the lake!

Some of the funds raised were donated to The Family Place.

The Chamber works hard to provide business knowledge and activities for the people who live and visit our Valley. Please support our businesses.

Rich County Commissioners join the National Association of Counties in Washington DC

 

National Association of Counties Feb. 2024

The National Association of Counties (NACo) Legislative Conference brings together nearly 2,000 elected and appointed county officials to focus on federal policy issues that impact counties and our residents.

Commissioner Bill Cox will attend conferences as one of the directors of NaCo.

§  Commissioner Sim Weston will attend conferences on the Public Lands Steering Committee. His group supports new legislation that provides forest revenue sharing payments to counties and promotes active natural resource management for the stability and well-being of forest counties and communities. NACo will continue to urge leadership in both chambers and on both sides of the aisle to work together to enact a long-term, sustainable solution. Also supports mandatory full funding for the Payments in Lieu of Taxes (PILT) program. Because local governments are unable to tax the property values or products derived from federal lands, PILT payments are necessary to support essential local government services. Unless Congress acts, counties will have received their last fully funded PILT disbursement in 2023.

Commissioner Jon Lee will attend conferences on the Community, Economic which incorporates the following: All matters pertaining to housing, community and economic development, public works, and workforce development including the creation of affordable housing, residential, commercial and industrial development, and building and housing codes; and Workforce Development steering Committee of Artificial Intelligence as stated below:

NACo's AI Exploratory Committee covers emerging policies, practices and potential applications and consequences of Artificial Intelligence (AI), through the lens of county government governance, operations, constituent services, innovation, public trust, privacy, and security, and workforce productivity.

AI systems have catapulted the use of advanced computer technologies within society at unprecedented scale. People across the world are recognizing the potential that AI will bring to the economy and public sector, and America’s counties need to be prepared to address this innovation with the realization that AI technology is here to stay.

FOR ALL REGISTERED VOTERS: PLEASE READ CAREFULLY

In 2024 there will be partisan primary elections.

• The Democratic Party will have a Presidential Primary Election on March 5, 2024.
• The Republican Party has chosen to hold a Presidential Preference Poll in conjunction with their
statewide caucus meetings on March 5, 2024.
• According to State Law, political parties set rules regarding who may participate in their
primary elections and caucuses.
• Your party affiliation will determine which ballot you receive and which primary or caucus you
may participate in. Your party affiliation cannot be changed after Tuesday, January 9, 2024 at 5
pm. and will remain in effect through the June 2024 Primary Election. It will also remain in
effect.

Voting

Rich County is ALL-BY-MAIL voting. Please check with the County Clerk's Office to see if your information is correct and you have a signature on file. You are eligible to vote in Utah if you are a United States citizen, at least 18 years old on or before election day, and will have resided in the State for 30 days prior to election day. If you are an incarcerated felon you are not eligible to vote in Utah. Municipal Elections to elect the mayor and council members are nonpartisan and are held on odd-numbered years. These elections are administered by the City offices and the polling places may be different than those used in even-numbered years. Countywide elections are held in even-numbered years and are administered by the County Clerk/Auditor office. The Election Division is under the direction of Anneliesa Peart, Rich County Clerk/Auditor.

-              Delora to call the county regarding getting a calling tree.

-              Cross Contamination Ordinance & Policy Jeff and Delora to check the state requirements and come back to the council.

-              Alice to put a letter in all the homes in Last Chance that they need a pressure reducing valve.

-              Regarding the recent water violation letter and subsequent requirements, the mayor suggests the required letter go out in March bill. Delora to draft the letter to be sent in the spring to the residents.  Notice must also be sent to the drinking water district.

-        Mayor to take pictures of the tank and send to take points off. *Action Item

-        Alice to work with Jones and DeMille to rebid the codes we want updated.

-        Duane to send Alice a list of the Codes that they would like updated.

-         Mayor to speak to Scott Archibald about cost of a water share

Obituary-George Charles Jex




 

G. Charles Jex passed away peacefully at his home in Laketown, Utah on Friday, February 2, 2024.  

 

Charles was born to George Frederick and Florence Headman Jex on October 23, 1931 in Provo, Utah.  He attended schools in Provo, Utah and graduated from Provo High School.  

 

Charles married Doris K. Hunter on February 5, 1951 and was later solemnized in the Salt Lake Temple. They celebrated 67 years together before Doris passed away in December 2018.  After Doris passed away, he spent his time checking on local construction, visiting with many friends and always riding at a snail's pace around the beloved Round Valley.

 

He was active in the Church of Jesus Christ of Latter-Day Saints and served in many different organizations like, scout master, his favorite, bishop, stake young men’s president, high counselor, young single adult and youth advisor.  He served as the stake president of the Paris Idaho Stake for many years and established lifelong friendships.  

 

In high school Charles played football at Provo High. In Charles and Doris' early married life, many days and nights were spent playing fast-pitch softball.  Often he and his brother Lynn Jex played on the same team, Lynn pitching and Charles was the team catcher. Charles could throw a fast-pitch softball well into his eighties.  

 

He and Doris served for 6 years as ordinance workers in the Logan Temple and they were also called to serve in the Lithuania Mission for 18 months. 

 

Charles and Doris had 10 children, Debra (Keith) Steere, Fred, deceased (Denee’) Jex, Gail (Mark) Eborn, Lisa (Kerry) Nielsen, Jean Ann, deceased, Craig (Ruth) Jex, Joylyn (Shelton) Taylor, JaNell (Douglas) Spencer, Jeff (Rachel) Jex, Jennifer (Don) Mackey. In addition there are many grandchildren, great grandchildren and great-great grandchildren.  

 

Charles worked as a lineman for Provo City Power in Provo, Utah and Utah Power and LIght in Laketown, Utah. He was a master gardener who loved planting flowers every year to watch them bloom through the season.  For the past several years he and his brother Rodney Jex, had a contest to see who could grow the tallest tomato tower.  His tallest achievement was 13 feet 6 inches and could be seen growing above the well-known Jex’s chicken condo.  

 

Charles and Doris raised chickens, beef and a few lambs while living in Laketown.   Later in life he built a pigeon keep and raised roller pigeons.  If you came into his yard it was hard to miss the pigeons flying overhead.  He was teased by many about being the Pigeon Whisperer.  

 

A special thank you to the Laketown Ward members, especially the young men who set up Zoom sacrament meetings each week and brought in the sacrament.  Their kindness was always rewarded with a Hostess cupcake/Twinkie, a soda pop and always a story or two. 

 

Many thanks to Atlas Home Health Care and Hospice for helping take care of Charles.  Specifically, Kylie Argyle.
