Getting Ready For The Farmer's Market

Can you join Melissa Spuhler for a meeting on the Garden City Farmer's and Artisan's Market Friday, March 15, at 4 p.m.?  She would love to have your input on what we could do better!

Anyone wanting to sell homemade or  home grown items in the farmer's market this coming summer is welcome to come or at least call Melissa telling her you are interested.

The meeting will be at the Garden city offices  at 4 on March 15.  Spuhler's number is 435-730-6559 if anyone has questions.

Night Sky Gone?

The last time we were at the lake, I noticed so many lights on the outside of houses that stay on all night. Whatever happened to the dark sky (I think that's what it was called) deal? I always want to go and take light bulbs out of the houses that leave their lights on all the time. If those people think it's a deterrent to theft or vandalism, I think it's just the opposite - snow in the driveway that hasn't been plowed all winter is a definite sign that no one is there - even if they have their lights on - disturbing others - all night. Just curious.

(Editor's note: There still is an ordinance against uplighting and suggesting that people work to eliminate light pollution so that we can all enjoy the fabulous stars we are treated to almost every night.   Please turn off lights that are not being used.  And replace all up lighting with downlights.)

P&Z on Sign Ordinances

GARDEN CITY, Utah.  March 6, 2013.  The Planning and Zoning Public meeting was held as scheduled at 4:30 PM on the first Wednesday of the month.  The board members in attendance were: Lance Bourne, Jim Wood, and Dallas Solum. The following members were absent: Nate Gracey, Mike Schiess, Chuck Stocking, DeWayne Gifford, Dallas Solum.  Because there were not enough board members for a quorum, they could only review and discuss the status of the recommendations made during the last sign ordinance meeting.

 They pointed out the main concern with any city ordinance is the manageability.  The bottom line was that if it can’t be enforced, then there is no reason to have it.

The main discussions focused on two temporary sign issues that were recommended by business owners.  The first was a recommendation to allow temporary signs be posted for 21 days from June through August and 21 days the rest of the year as long as they comply with 11C-604-B.  The second recommendation was to allow them for 50 days in 10 day increments.  This would make the ordinance more manageable for the Ordinance Officer because he would be required to monitor a maximum of 5 postings for each temporary sign.
The regular P&Z meeting was held as scheduled at 5:00 PM with the following board members present: Lance Bourne, Jim Wood, Dallas Solom. Mike Schiess, Chuck Stocking, and DeWayne Gifford.  

The main discussion was focused on temporary signs, negative calls from permanent and temporary citizens in regard to the number and appearance of signs and the two recommendations mentioned above.  The mayor recommended the ordinance be more lenient during the winter time because of the reduction in visitors and secondary home owners.  A motion was moved and passed to recommend temporary sign section of the ordinance be changed to allow postings for 30 days in 10 day increments during the summer months (June – August) and unlimited during the winter. Naturally, all signs have to meet the requirements outlined in the ordinance.
Mike Schiess asked to be brought up to speed in regard to business owner’s desires not being implemented.  Andy Stokes and Danny White said that after last month’s working group meetings most of the business recommendations were implemented.  For example, small signs limited to 4 ft high require a post hole 3 ft deep, and not a 3 foot deep footing.  Board members pointed out the most recent copy they had still had a lot of grammatical and requirement errors.  Andy said the document is still under review and corrections are being made.  The plan is to have a fully revised copy be available for the Town Council meeting scheduled for next Tuesday, 12 March.
During the definition portion of the agenda, Lance said there was not a definition for “A” frame signs in ordinance 13-04.  Andy stated it falls in temporary sign category because it is not permanently mounted.
Lance stated that Norm Mecham plans for a smaller development at the location of the Lodge will be presented during next month’s meeting.  Norm plans on laying out a plan from scratch just in case the Waters Edge development doesn’t go forward.
George Peart, the building inspector, wanted to make sure the board was aware of a short term rental company planning on moving into the Harbor Village Lighthouse building.  The board said the developers need to present a plan on what they plan on doing and especially on how they plan to meet the parking requirements.  George said he will let the developer know they need to get on the P&Z agenda to present their plans.  He also asked questions in regard to an exit for the Lochwood development onto 300 West.

The Muddled Male

 I'm afraid that Ann, my wife, and I have gotten out of sync'.  That is tough to admit considering that we have been married for almost fifty-eight years and do almost everything together...now, at least.  Ann would tell you that for the early part of our marriage I was at work more than I was at home, a fact that I can neither admit nor deny since I have blotted it from my conscience and don't remember.  But a place where I know we are in sync, at least until now, has been when we shake bedding on washday. 

      Ann, you see, is very diligent in making certain that in our house, all bedding receives a vigorous shaking on both sides to remove any vestiges of dust from the blankets and other bedding every time the sheets are washed.  I don't mean a haphazard or lackadaisical shaking.  I mean a ritualistic, thread snapping, whip cracking shaking that removes not only dust, but sends particles of bedding-fiber floating all over our back deck. 

      Now with regard to being out of sync'.  For fifty-seven years we have used the exact same sequence for every wash day.  Snap, snap, snap, turn the blanket.  Snap, snap, snap, fold.  We didn't even need to signal which step was next or when it was to occur.  It seemed to be part of our genetic makeup to just know.  But things have changed.  I noticed it first as a snap, snap, snap snuffle.  A snuffle, in case you didn't know, occurs when the person at one end is still trying to snap while the person at the other end is done snapping and has begun to turn the blanket.

      At first I worried that it was my fault; that old age had messed up my ability to count.  So for the next wash day I made certain that I went to bed early the night before and got plenty of rest.  I wanted to be at the top of my counting game.  I am happy to report that the mix up was due to Ann's desire to make certain that every last dust granule had been removed before she remade the bed, and so she added an extra snap or two.  The problem is that Ann seems to vary the count every wash day and by now we are so confused that we might never get back into sync'.    We do have a nice beat, however.  In fact, we sound a little like a Calypso band.  Snap, snap snuffle, snuffle, snap, snuffle, snap.  Snuffle, snuffle, snap, snap, snuffle, snuffle, snuffle.  The problem is that we never seem to get to the part where we can fold and quit, so we haven't slept in three weeks.

 

2 Lifeguards Jobs Available

The Garden City Swimming Pool needs two  lifeguards for this spring and summer.  Candidates must be good swimmers and at least 15 years old.

Garden City will pay for lifeguard training and the certificate which is good for any lifeguard job you might want in the future.  No experience is necessary.
