As in January, the Upper Bear Basin got a boost in snow water equivalent in February....about 5.3" of SWE which is about 147% of the 1990-2020 median SWE for the month. Things have continued to improve the first few days in March having already received 1.3" SWE; we average 2.8" for the month of March....so almost half way there in the first 7 days. Indeed most if not all the basins in the Great Basin area are at 100% or greater of average SWE.


The graph on the left is the SWE for Upper Bear Basin on February 29, 2024. as well as the projections for SWE done by NRCS colleagues (thank you). The 50:50 projection, which is a bit hard to see, would run through the median peak SWE which is shown by the X.

The graph on the left below shows the marina water level from 2010 to current (blue line) with the median water level in yellow/gold. The graph on the right shows the current year and median marina water level from April 2023 to March 2024..


As shown on the graph on the left below, the water level of the Lake has been above the median level only 6 out of 14 years, but this year is poised to be the 7th year above median...and we haven't even had the runoff yet. Current water level is 5917.72 feet, which is 71% full. Inflow is around 270 cfs.

The Colorado Basin River Forecast Center (CBRFC) has also issued its new Water Supply Forecast for the Bear River Basin for March 1st. The graph shown here is the April to July streamflow forecast for Bear River total water flow at Stewart Dam, just above where the water is diverted into Bear Lake. The middle red dot above March 1st date shows the 50:50 forecast is for 165 thousand acre feet of water. And reflecting the precipitation in this past 7 days, the current projection is for 189 thousand acre feet.

I thought this graph was interesting. It shows a similar streamflow forecast as above except at the ID-UT border, just upriver from Stewart Dam.


The peak water flow for various years is shown, with the average, Action Stage and Flood Stage values. The projection to date is there is a 10-25% chance of exceeding the Flood Stage. WY2023 is circled.

Finally, the National Weather Service forecast for March is about average temperatures and likely above average precipitation. The soil moisture is above average as well so we are set up for a good runoff

-	Delora to call the county regarding getting a calling tree.

-	Regarding the recent water violation letter and subsequent requirements, the mayor suggests the required letter go out in March bill. Delora to draft the letter to be sent in the spring to the residents.  Notice must also be sent to the drinking water district.

Hello, I'm Maydi Eastman and I am running for Rich County Recorder.  I am a fifth-generation resident deeply committed to our community's well-being. The heart of this community holds immense significance for me, providing my family with invaluable support and belonging.

 

With a strong legacy of service, I've dedicated myself to various community initiatives, including delivering meals to seniors, organizing county celebrations, fundraising for cancer patients, advocating for local monuments, maintaining our cemetery’s integrity, and leading the D.U.P as Company President.

 

Now, I'm excited to run for County Recorder, leveraging my experience with historical documents, attention to detail, and collaborative spirit to make a significant community impact through the recording, maintenance, and accessibility of vital legal documents and records.

 

Land ownership is particularly significant in Rich County, representing generations of family heritage. As County Recorder, I'll work to safeguard property rights, support economic development, preserve local history and advocate for our unique needs.

 

Efficient record-keeping is essential for long-term growth and prosperity. It would be a privilege to contribute to the progress of local businesses, ranches, and other enterprises that are the backbone of the economy.

 My name is Jem Wilson. I’ve been a Rich County resident for 15 years. I’m deeply rooted in our county! My family lived in Randolph for 10 years and currently in Woodruff for 5 years! My children attend Rich School! My husband Wyatt was born and raised in Rich County. I currently work for Bear River Vet Clinic. I was the manager for the practice for 4.5 years until September 2023, when I decided to start preparing for my campaign! I’m running for Rich County Recorder!  As a manager, I gained many skills that will help me as the future Recorder! I have excellent communication skills, public relations skills, and customer service! I pride myself on being able to connect with the public! I have exceptional computer skills and learn programs quickly! I understand the value of getting work done in a timely matter! I promise to be prompt in my work while achieving the end goals! I’m very professional! 

 

I’m qualified to become the Rich County Recorder because I’ve been studying the Utah Recorder codes and guidelines. I have shadowed the Weber County and Cache County Recorders! I also met with Marilyn Adams with Hickman Land and Title.  Furthermore, I’ve been studying different types of deeds, mapping, legal descriptions, and surveying information. By spending time shadowing our surrounding county recorders, I’ve created firm contacts that promise to provide me with guidance and support as needed! Lastly, I’ve attended all of the Utah Republican Party Candidate Trainings. My competitors have only attended one! I will be attending my Republican Party caucus on March 5th, and the Republican Convention on April 6th. I also plan on attending town hall meetings and other county events where I can meet with community members! 

When I’m voted as Rich County Recorder, I will further the county's work with ArcGIS online. Also, I plan to digitalize our record books along with getting them properly preserved. I will work hard to serve our community members' needs! I will work to better Rich County!  

I will be honest in my work! I will be punctual and committed to being a quick learner and progress as your future Recorder! Vote for me to have accountability and results! Did you know that your participation in Caucus Night can help decide the candidates who will represent each political party in the upcoming General Election in November? It's true! From local school board to state office to president, participating in your local neighborhood caucus night is an important way you can have a say in who represents you.

Depending on how you are registered to vote, at caucus night you can become a party delegate, vote in the presidential primary, and participate in electoral politics at the most grassroots level. Below find everything you need to know to be part of this process.

If you are a registered Republican:

If you're a member of the Republican Party, you should know that they're holding a Presidential Preference Poll on March 5th in conjunction with their state-wide caucus meetings. However, they've restricted the eligible voters of the poll to those who are affiliated members of the Republican Party. 

Republicans will also be electing precinct chairs and delegates on caucus night. You can find out more about the caucus meetings, including locations and times, by visiting the Republican Party's website at https://utgop.org/2024-presidential-preference-poll/.

If you are a registered Democrat, unaffiliated, or a member of another political party and want to participate in Democratic caucuses:

Utah Democrats will also be electing precinct officers and delegates at caucus night, and is open to any registered voter. You can find more information at utahdemocrats.org/caucus.

However, the Utah Democratic Party will be holding a Presidential Primary Election as part of Super Tuesday on March 5th. The Democratic Party has opened up its primary election to include voters registered with other political parties, as well as unaffiliated voters. 

Members of the Democratic Party will receive a ballot automatically, while non-affiliated voters can vote in person. You can find a polling location at https://vote.utah.gov.
