Tax Money Saved School Board

 Anita Weston, Reporter

October 18 2012 - RANDOLPH - The School Board took advantage of an opportunity to lower interest rates of the school bond that was issued a number of years ago.  This was done by retiring the older bonds that have a higher interest rate for new ones that carry a much smaller interest rate.  In the process of doing this, the School Board was able to save the citizens of the County approximately $319,000.  The bonds still have several years to run, but by dividing the number of years into this amount saved, it was determined that the schools will be saving approximately $40,000 a year in interest payments.

New Bus Routes Announced

Anita Weston, Reporter

October 18, 2012 - RANDOLPH - School bus routes were an important issue at the School Board Meeting.  All members of the Board are concerned in making sure that all the students are able to get to school in an expeditious and economical way.  Currently there are two areas of concern.  There has not been a route around Meadowville and Round Valley for several years.  This year, there are enough students to add a bus to this area.  There are also students living out at Deseret Land and Livestock that are not currently served by a regular bus route.

Both of these questionable routes have sections that are not paved.  Also, the road to Deseret Land and Livestock is extremely rough and difficult to drive.  It was noted that to add two more routes to the current bus system would add an additional $20,000 to $25,000 to the transportation budget. The District would also have to buy additional buses.  It was noted that students from these areas who are driven to bus stops by their parents are currently reimbursed 100 percent for their expenses by the state.

All roads traversed by the buses are on asphalt roads at the present time.  The Board felt this was important for the safety of the students being bussed to school.  Also, it was decided that a request would be made to the County for additional repair and maintenance on the Deseret Land and Livestock road so that more consideration could be given to a bus route in this area in the future.

A motion was made and passed by the Board to keep the bus routes as they are currently stand.  This was done because of the drivers that are now employed, the number of buses the district has, and the road conditions that currently exist.

Rich School Board Meeting

Reported by Anita Weston

October 18, 2012 - RANDOLPH - The High Sports Schedules were approved by the Board. Two ladies have been hired to supervise and monitor activities.  They also are currently working for the School District on the cleaning crew.  The two jobs are considered separate and must remain that way.

Currently the School Board had a fund titled Building Reserve Fund.  Monies have been placed in this account set aside to be spent on building projects only.  Each year auditors recommend that this account be done away with and all monies be placed into the capital budget fund.  After a brief discussion, the Board decided to keep this account separate from other capital budget expenditures.  What they are doing is not contrary to law and allows the district to hold a hearing and get public input when and if they decide to spent the Building Reserve Fund.

The school lunch coordinator was able to apply for some government monies that will allow the school to purchase healthy snacks for the students.  She was able to get $7,128 of state monies.  This can be used to purchase fruits and vegetables that will give the students additional food items during the school day.

The school has decided to take advantage of a software package titled “School Messenger.”  This software is part of the student information system and will be installed on a server at the School Messenger location but gives the principals and superintend control of the system..  It can generate reports on attendance for grades 6 - 12, not only for each day but for every class attended.  Messages can be sent to alert parents when a snow day has been called.  This will include e-mail, telephone, cell phone, texting, facebook, and all other social media capabilities.  In addition, if a bus breaks done when on an activity; the parents of only those students on that particular bus can be contacted.  When contacts are made, the software keeps a log so that it is known whether parents received the information or not.  There are additional features that are available for use as well.  The capability of this software appears to be good and will make keeping in touch with schools, students, and parents much easier.

Some of the School Board Members requested that they be issued an IPOD for the information needed to be prepared for School Board Meetings.  It was noted that perhaps not everyone would be interested in such a system.  It was decided that Tammy Calder and Burdette Weston would use their personal IPODS to see if it could be done before such a decision is made.

There are 481 students enrolled in the Rich County School System this year.  This is down ten from last year.  There are currently 27 seniors at the high school.

Wonderful Dinner at Kerasma

Bobbie Coray, Editor

The RCT Online Staff  were invited to join Chef Brittany Alston at the pre opening of Kerasma for a delightful taste of the dinner menu.  What a treat!  Chris thought the chicken pot pie was the best he'd ever tasted.  We all raved over the juicy pork loin wrapped in bacon with spinach and the crisp nutty carmel pudding was having us lick the bowl.  Wonderful homemade potato chips were served as an appetizer.  There were so many samples I cannot mention them all but what surprised us most was how very affordable the menu is.  Dinner prices range from $8 to $12 which is a amazing price for gourmet food.  Karasma is located in the Snow Meadows Inn and the dining room is beautiful, but casual and inviting, so we stayed and visited for a great evening.

Again we are so glad that the Bear Trapper Restaurant will be open this winter for breakfast, lunch and dinner.  Their prime rib is the best I've ever tasted!  Pizza will be open on weekends

Cafe Sabor is also open, great Mexican food...so let's all support our local restaurants  and help them stay open all winter.

Note About Solar Lights from Mayor Spuhler

Hello Business Community,

First thank you for everything you do for our town.  This is a picture of a solar light that we have had designed to add to the ambiance over our community. The light polls are 14 feet high made of steel with a powder coat so they will last. You can see on the attached light cutouts of various scenes including wildlife and activities we enjoy here at the lake. The other side of the light we have banners that we can attached which will advertise events like Raspberry, Heritage days etc.

We have twenty total lights and they will be made available on a first come first serve basis and also what we deem as makes the most sense. The lights and installation is at no cost to you. We would prefer to light the downtown area first and then add more as we can afford them. Over the last two years we have cut lighting expenses saving the city $15,000 or $700 each month.

The objective is to have that money go to provide increased lighting around town while adding to the beauty and the desire for people to Garden City.

Please contact Danny White at dannyw@gardencityut.us the if you would like a light.
Thank you again for all you do for our town,
John

Box Elder Bugs are Democrat Bugs?

 Dead Box Elder Bugs Pile
Bob's comments about his battle with Box Elder bugs started me thinking about these miserable critters.  I am equally interested in insects as I am in moose.  They are commonly known by entomologists as "scentless plant bugs" which is a misnomer because the can release a pungent odor to repel predators.  They are around all of the time feeding on plant leaves but are not seen in large numbers until fall when the adults start to seek out areas to overwinter.

They are also known (Bobbie will love this) as "Democrat bugs" because they show up in October near the elections.   They love to suck the fluid of the seeds of Box Elder trees and other member of the Acer family which include maples.  They can fly up to two blocks so forget about cutting down trees to minimize their numbers.  This fall I noticed huge concentrations feeding on the seed pods of my lilac bushes.  I promptly sprayed them with permethrin which kills them immediately and is safe to use around everything else.  They hit the ground by the thousands.  I then sprayed around the house foundation and under the vinyl siding which seems to be a preferred wintering site.

They love warm south facing buildings and Bob, I hate to tell you this but that is not "tobacco juice" on the side of your house, it is excrement.  Their numbers are highest after hot, dry summers and frost free fall which means to me that the prettier the leaves the more Box Elder bugs.  I would love to tell you that my pesticide treatment (for the chemophobes use a vacuum) solved the problem but it didn't. There continued to arrive.  Now I can deal with them outside but when I pour of cups of coffee in the morning and find one swimming in the cup my mood changes.  Not much we can do but tolerate them and hope for cold weather when the ones lucky enough to find a crack to stay in will survive and the others will perish.

(Bobbie Coray Comment:  I hate these bugs so much I go out and spray them with Pledge furniture wax and watch them drop. )

New Garden City District Fireboard Member

The Garden City Fireboard has appointed Randall Knight as a new member of the board to fill the remaining two years of Bill England's term.  The board acknowledges the years of faithful service England has given to the district and dedication during the early years to keep the fire department going.  His business has grown to a point where he can't give as much time as he feels it needs, but will continue to support in any way he can.

Randall Knight has been coming to the Bear Lake area since he was 5 years old and became a permanent resident of Rich County three years ago.  Now retired, he has been supporting local community events by attending several county and city meetings in order to keep informed of the local government activities that could impact the lives of the local residents (primary and secondary).   Randall and his wife, Lorna, are also volunteer tour guides at the Paris Tabernacle during the summer months and enjoy giving directions and recommendations to the several visitors they meet.

Randall is a Vietnam veteran and spent 8 years in the Air Force as an electronic technician repairing, calibrating and certifying the test equipment on the military base he was assigned to.   After an honorable discharge, he spent the next 20 years working at Utah State University for their Space Dynamics Laboratory.  While working for SDL, he got a BS degree in Production Management.  After getting the BS degree, Randall accepted a job as a technical advisor to the Army’s Space and Missile Defense Command in Huntsville, AL for 3 years and obtained a MS degree in Systems Engineering.   He finished his aerospace career working for Northrop Grumman as an engineer at Hill Air Force base supporting several missile defense programs funded by the Army, Navy and Air Force.   During the last 3 years of his career he and his wife built their cabin in Swan Creek Development.

Traditional Halloween Party at Garden City KOA

The Halloween bash for kids and wanna be kids is on Wednesday, October 31 at 4:30 pm. because it is a school night.  So the costume parade will start promptly at 4:30!

For the wanna be kids, come decorate a cabin.  We've done this for years now with a group of friends and we sit around a fire passing out candies to the little ones and it is truly fun.  No one can compete with the England's amazing decoration...but we love doing it and getting to know 200 kids from all over Rich County and Fish Haven.  Thats why it is nice to have friends come.

This year there will be doughnuts and hot chocolate and lots of games and activities.
At 6:30 trick-or-treating will start.

If anyone would like to decorate a cabin please let Tonya Peterson  know.  tbpconstruction@hotmail.com
