Cisco Disco January 24

10 a.m. : Cooking and preparation for Chili Cook Off may begin at the Marina. Pre-register at www.bearlake.org
Start cooking at 10, judging and tasting at 1 p.m.

11a.m. - 11:45: Check in and register for the Monster polar plunge at the Marina and wear outrageous costumes. Prizes will be awarded.  It costs $25 per person and includes the Sweatshirt.  Large groups can pre register.  All jumpers get free hot chocolate.  Or you can donate for someone else to jump!

All proceeds will be donated to HOPEKIDS.

One Year Water Relief For Business

Traveland at Bear Lake requested relief on water bills when the business is closed. He said that looking at the documents the city provided at the time he bought the RV park it seemed clear to him that the city would not allow him to operate in the winter.  That was also what the previous owners told him, so he believed he should not have to pay for water to all of the RV spots during the period from September 15 to May 15.   Mayor Spuhler read the documents that were provided and said “I can see why you were confused, but this is in reference to a proposal to put year round park models in the RV park and we made that stipulation so that it would stay an RV park and not become a trailer park.
Councilman Darrin Pugmire said that the water infrastructure costs are year round and all  other businesses  have to pay year round.  He said that the City in an effort to encourage year round business has a program that if you are in a commercial area and are open three days a week you get a 20% water discount .  Every business and many summer residents have the same issue but the infrastructure must be there and paid for so that the water is there when needed. 
Traveland RV then petitioned for relief for this winter since he had understood that the city prohibited his being opened in the winter.  It was clarified at this meeting that Traveland could be opened year round.  Spuhler said that because the documents the city provided and that he followed were confusing, perhaps he could operate, this year only, under last year’s rules.  Pugmire made a motion to do that and that it would be a one-time relief for the winter of 2015. It was approved.
Donald and Katleen Porter requested a business license for Glitz Me, a retail store at 65 W Logan Road.  Lance Bourne’s Bear Lake Water Adventures was also granted a business license.

Shundahai Tank Purchase Questioned

GARDEN CITY, Utah.  January 8, 2015.  City Councilman Bruce Warner requested that Zan Murry, JUB engineering, talk to the council about the Shudahai  water tank.  The city  is planning to buy the tank from Norm Mecham if all of the parameters are met.  Warner wants to vet the transaction.  The purchase price $941,433 over 30 years at an interest rate of 3% to 4%.
Impact fees will reflect the cost of purchasing the tank. With projected impact fees, the yearly cost would be about $33,000.  The City has also increased the base water rate.  Water facility additions will be paid for out of these funds as well.
Warner said, “If Garden City built the lower tank we would not have to pump up to the tank.  So what is the difference in pumping cost vs buying Shundahai’s tank for the next 12 years when a new tank will be needed.  Isn’t the  alternative tank is cheaper to build and the city avoids the pumping costs?  Murray corrected him saying that the mobilization costs make it about the same and the Shundahai tank has more storage. 
“The existing tanks are used for equalization of surge.  We are getting by with a lot of luck , if we had a fire on a weekend in the summer or a water line break we would be in bad shape because we do not have enough storage.  We are using the treatment plant as a storage tank.  Garden City does not meet the minimum storage requirements of the state,” said Murray. 
Warner asked why more had not been done on this issue.  Mayor John Spuhler said that the city has had many meetings and received an $80,000 grant as well as certifying the Shundahai tank.  Warner said that the city was not on the timeline and the council needs to agree on what is needed to get the job done.
“Should we move forward?    Should we build our own tank the way we want it?  Which is the most cost effective?  We have a fiduciary responsibility to make the best deal for the citizens.” Warner said. Murray and Warner will work on this for next month’s meeting.
Riley Argyle said that the city might want to look at a piece of property which would co locate a well and a tank .  Spuhler said we need to move forward with more data.  Finding a well spot will need more studies, finding a well on the west side of the lake is somewhat difficult.
