Community Covenant Program

GARDEN CITY, Utah, July 13, 2013. Garden City Council.  Captain Simmons presented a slide show explaining the Community Covenant program.  This program is set up to help community leaders and military personnel to communicate better.  It allows the community to become more involved in helping the dependants of soldiers who have been sent overseas to cope while their loved ones are away.  There are lots of ways the community and individuals can help and support the soldiers’ dependants who are missing their loved ones.  The Community Covenant program makes sure that community is informed about all military personnel from their area, what the needs are of the families left behind, and suggestions on friend shipping and helping them.  The City Council felt the concept was a good one and thought the City should participate and decided to plan toward Heritage Days as perhaps a good time to start such a program.

GARDEN CITY. Utah, June 13, 2013. Garden City Council.  Carol Bills from The Inn at Snow Meadows requested approval to serve alcohol in the Kerasma Restaurant.  The Council determined that as long as all of the State of Utah requirements concerning alcohol were met, permission was given.

Short Term Rental requests were discussed.  Permission was granted to Curtis and Rebecca Moldenhauer to rent a home located at 902 N. Newberg Drive, #2, contingent upon inspections from both the Fire Chief and the Building Inspector.  Permission was also given to Bear Lake Lodging for the rental of the Stephen Lazuardi home located at 772 Spruce Drive contingent upon the installation of a smoke detector.
 
Three other requests for short term rental licenses were denied for lack of information and completed paper work.  Those denied were 932 S. Snow Meadows owned by Byron and Emily Gibb; 763 Blackberry Drive owned by Robert and Quinn Woolsey, and managed by Bear Lake Project Management.  The third was 794 N. Cambry Drive, owned by Brody Holbrook, and managed by Bear Lake Cabin Rentals. 

Ordinance #13-02 is an ordinance prohibiting the digging of any new private culinary water wells in the Garden City Town limits.  It was passed by the council.  Approximately three months ago, Connor Ward had submitted a request to the State Water Board for permission to drill a well.  Since he had already applied, the city indicated that they would allow him to proceed, but that no other culinary wells could be drilled in the city limits. 

The final budget approval for the fiscal year July 1, 2013 through June 30, 2014, for the General Fund, the Enterprise Fund, the Special Improvement Fund, the Beach Fund, and the Capital Project Fund was passed by the Council.  The approval to adjust the current budget to cover over expenditures in the General and Enterprise Fund was given .

Garden City Projects Underway

GARDEN CITY, Utah. June 13, 2013. Garden City Council.  Danny White, City Administrator, reported on the projects that he has been working on.  He noted that he is finalizing the wetland permit applications for 300 West, 100 West, and 75 North.  A mitigation plan must be finished for each of these streets prior to submitting the wetland permit application.  A cultural resources assessment must also be written for 75 North.  He suggested that the city cultivate their own wetland species for the mitigation work that will be required to receive the permit to build 100 West. 

The 75 North parking lot is underway.  An elevation survey has been completed as well as making drainage and grading plan.  The final layout of the site has been designed.  With the help of JUB, a bid package has been created.  Mr. White also worked with UDOT to provide access to their storm water catch basin for excess drainage created by asphalting this parking lot.  A pre-bid meeting was held with local contractors who are interested in working on this project. 

Some changes on the layout of the decorative lights to allow more flexibility in the spacing has been made.  The City is continuing to install the lights as time and workers permit. 

The master plan for Heritage Park is complete and work on the basic infrastructure items can begin.  The plan is currently being used to rough in and gravel part of the parking lot.  The City is working with Commissioner Cox to make sure a change of use permit is obtained to allow the City to have access to water for the pond.  The sign for Heritage Park has been designed, constructed, and installed.  

The last of the custom elements from the fabricator for the information kiosk have been received this week.  These items have been transported from Cache Valley.  Andy Stokes has started the prepping work at the kiosk site for excavation. 

White has been working with JUB to revise the city’s master plan.  An analysis of the survey has been done, and the Planning and Zoning Commission has been contacted to revise parts of the current zoning map.  White will continue to work on the master plan. 

A survey of Garden City residents concerning parks and trails has been conducted.  Analysis is currently being done and additional work on this item will be continued. 

White reported that he and Kathy Hislop created the program documents required by OSHA.  The City has signed off on all the OSHA citations and sent in receipts of completion to the inspector. 

White has also been working with the Division of Wildlife Resources to determine a mitigation plan for the potential impact of the gun range to winter grazing habitat.  It was decided that the gun range will be closed November 1 and opened again April 1.  This should take care of any questions or problems in this area.  The gun range site has been staked and flagged to indicate the location of the planned site features.  There will be a rifle area, pistol area, and an area for skeet shooting.  White is also working with the state parks to provide the location of property corners on the site. 

White is working with Riley Argyle to make sure all employees are trained according to new OSHA approved programs for blood borne pathogens, confined spaces, and hazardous communications.  

White has made available to the Mayor a map of potential public parking areas to help with the beach access program.  He has been in contact with the City Attorney and provided him with required information.  He is working with Commissioner Cox to meet the requirements for culverts along Third West to ensure irrigation water gets where it is needed.  He has designed directional signs to help people navigate to Heritage Park.  He met with Cindy of JUB regarding the future grant opportunities and has been meeting with engineers to discuss strategies for upcoming projects.

New Gun Range Discussed

GARDEN CITY, Utah. June 13, 2013. Garden City Council.  A public hearing for input from the community concerning several items, the first being the new Bear Lake Gun Range design and layout.  A proposed map of the area was shown to the audience.  There is a nice parking area, a pistol range, a rifle range, and a trap shooting range. 

There will be some overhead baffles to help lower the shooting noise, the guns will be firing into the side of the mountain making it a safer facility than most, and berms will be built to help reduce firing noise. 

The range is a result of cooperation among state, county, and city efforts.  The land to be used is owned by the State of Utah.  The county has indicated they will help with the range by developing a road into the facility and hauling needed gravel.  The city will be responsible for the rest of the costs as well as taking over managing the facility. 

Information concerning the gun range is available on the Garden City’s web site.  People are encouraged to go there for more information about this facility. 

The second hearing item dealt with the budget.  The public was asked to comment on the budget for July 1, 2012, through June 30, 2013, fiscal year to allocate funds for possible over expenditures. 

The next item also concerned the budget.  The City has several separate funds.  Each needed to be addressed.  These funds are the General Fund, Enterprise Fund, Beach Fund, and the Special Improvement District Funds, for the fiscal year July 1, 2013, through June 30, 2014. 

The final item addressed at the hearing was input concerning adding an ordinance to stipulate that no new culinary water wells are to be allowed in the Garden City town limits.
 
A separate public hearing was held concerning the Garden City Redevelopment Agency.  The final budget discussion/approval for the fiscal year July 1, 2013 through June 30, 2014 was addressed.

GARDEN City, June 13, 2013.,Garden City Coucil.   Riley Argyle, Director, Public Works Department reported on activities he has been working on.  He has been helping Danny White, City Administrator, on many items which include: 300 West Road, Heritage Park, Heritage Park Pond, decorative lights, 75 north parking lot and access to the Lake, Bear Lake Gun Range, and the new Kiosk.   

In addition, he reported that the main line water line repair in Lakota has been put off until fall. The project to replace five out-dated meters has just been completed by Darrel W. Anderson.   

The GIS mapping of the city’s infrastructure is moving forward quickly.  All the valves for the south end of the city up to 300 West are done.  They have put about one hundred new points on the map.  Most of the water meters on the south end of town have been recorded and a majority of the fire hydrants are also mapped.    

The water master plan is being handled by JUB.  They want to conduct a flow test in July to add to the water model they are working on.  They need to get the land use maps from White and have asked for all of the GIS data.

There are still two meters left to be installed on the Idaho side.  This will be done as quickly as possible. 

The water treatment plant has been working quite well.  A new door was cut so that items that can be stored inside the plant can be easily placed there and retrieved.  The landscaping is all but complete.  A bit of cleanup and two trees need to be replanted.    There is a broken pump on the sodium hypochlorite line, and power bumps have been setting off the alarms.
