1.
Town Board members present: Pat Argyle, Jordan
Parry, Martel Menlove, Ken Hansen and Mayor Mike Leonhardt.

Minutes approved with minor corrections.
3.
Business license approved for HACQ Management
and Home Services.
4.
PUD Amendment approved for Phase 1 at 2nd
North. This project is a mixed use with possible apartments on top of the businesses.
5.
Final for Phase 2 at Elk’s Ridge was approved
after much discussion.
6.
A. PID Policy with the 8-10 % Mill levy for Water’s
Edge is the lowest amount for the available bond market. Every PID is reviewed
by the Lt. Governor. Interesting.
B. A letter of intent for several PIDs was
requested by Bear Lake Vista. The City decided to ask for separate letters of intent
for each of the phases.

Advance Notification
Rich County is a safe place
to live. We don’t have any railroads, chemical plants, refineries, airports, or
large, urban, industrial areas. Radical
terrorists looking to disrupt locations with civil unrest are rare. We do have other threats that come with
living in a rural county which most of us are aware of. These include but are not limited to: Extreme weather events, microburst downpours,
wildfire, flooding, windstorms (lakes), power disruptions, hazardous materials
roadways and earthquakes.
As the Rich County Emergency Manager,
it is my responsibility to prepare for all types of emergencies through
training and planning. It is also
necessary to assist in coordination with first responders and other city,
county, State and Federal governments. I
am the guy that sets up Emergency Operation Centers to support Law Enforcement,
Fire, EMS and others who respond to the emergency
Accurate communication is one
of the most difficult things to accomplish during an emergency. Rich County, with other counties in northern
Utah, utilizes an advance notification system called CodeRed. This nationwide program allows a city or county
the ability to push information to the public when an incident exists. It is a volunteer program, but to be on the
notification list, citizens need to register.

Cream Wafers
Mix and chill:
2 C flour
1 C butter or margarine
1/3 C whipping cream
Hear oven to 375 degrees
Roll dough to 1/8 thickness
cut our with 1 1/2 inch rounds
dip both sides in white sugar
Bake for 7-9 minutes-do not brown
Cool the cookies then put together 2 of them with the following filling
3/4 C. powdered sugar
1/4 C margarine or butter
1 tsp vanilla
Beat until smooth and spread between cookies.
