Garden City Planning & Zoning

GARDEN CITY, Utah. October 7, 2015.  The Planning and Zoning public hearing meeting began at 5:00 PM and had a few people in attendance.  The discussions focused on a problem with the size of some Realty signs which are not meeting Ordinance 15-31 size limit of 4 sq ft.  A Recreation Realty sign was used as an example. A request to increase the size limit to 5 sq ft was suggested by the Ordinance Officer, Bob Petersen.

A Home Occupation and Kitchen definition was requested to be added to definitions 11A-200.

Two Conditional Use Permits were also discussed to allow the Lazy D Ranch to build 4 additional buildings and to permit Conestoga Ranch to add 8 tents and 4 wagon circles.  The board also heard input  on being able to make a payment-in-lieu of providing parking spaces.  The board members present were: Jim DeGroot, Lance Bourne, and Dewayne Gifford. 

The P&Z Public Notice meeting began at 5:25 PM and Tom Stevens was sworn in as a new Planning Commission member giving enough members to make a quorum.  This reporter asked who the absent members were. Lance said they were Jim Stone and Susan House with one open vacancy to fill Pat Argyle’s position.

The agenda was followed as printed and last month’s minutes were approved for last month’s meetings.

Tammy Calder requested approval of Architectural standards and parking for a new Raspberry Stand located at 425 S Bear Lake Blvd.  The new stand will be located just south of the current stand. The stand would be considered a commercial building and require at least 3 parking spaces.  Clarification was requested and provided for setbacks and the parking requirements.  Approval was unanimous.  

The Lazy D Ranch provided additional information for the 4 new buildings and the board approved the request.

Mike Knapp requested authorization to add 8 additional tents and 4 wagon circles to Conestoga Ranch.  The board requested more information regarding road width (proposed 12 ft), parking, maximum number of wagons in a circle, sleeping capacity and road base material to ensure timely access by EMTs. The request was tabled to allow the requested information to be provided next month.

 The wording for sign ordinance 15-31 needs to be updated to specify lumens and down lighting so the ordinance is easily enforceable.  The board agreed to increase the realty sign size from 4 sq ft to 5 sq ft. The board approved the recommendations.

Board approved recommended changes to 15-32 Home Occupation and Kitchen and 15-33 to allow off-street parking fees to be paid in lieu of providing their own parking spaces.

The final discussion was on where the Agricultural Zone should be located.  This has been discussed several times before and the general consensus was to have it be in the southern end of the city limits across the street from Ideal Beach.  Due to the late hour and hearing the discussions several time before the reporter left at 7:15 before the discussion ended.
