Potential Walking Trails

Mitch Poulsen, Director Bear Lake Regional Council,  said that the pre-disaster mitigation plan created by BRAG a year and half ago has been completed.  It is comprehensive planning document which allows counties to identify potential problems and begin mitigating them before a disaster.  It is for all of Northern Utah, but has specific projects for Rich County.  

Commissioner Norm Weston asked if the county attorney had looked over it.  If not, he suggested that Poulsen follow through with the attorney.  The commission approved the plan with the stipulation that the attorney take a look at it.  

The county has adopted the federal flood management plan for federal flood insurance, but no map is available to show where flood insurance coverage is available, Poulsen will follow through on that.

Poulsen talked about expanding local trails:  Pedestrian pathways from Gus Rich Point and the UDOT rest stop have been discussed.  He has looked at all those options.  It would be his request to go ahead and build the walking path extending on state owned land which can leverage other state funds.   The  10 foot wide crushed rock path will cost about $100,0000.  Poulsen wants to extend the east side of the lake from end of the new bike path to Rattlesnake Gulch.   There is County match for three different grants: Outdoor Recreation which will pay for 50%, TRT funds and Rocky Mountain Power has a grant.  If all were funded it would provide the match so the county would not have to put up money. Commissioner Norm Weston said that the county could provide work and equipment as a part of the match.  Poulsen responded that 10% of the first grant must be in money.

"Hopefully there is time to write all the grants because there is a short time window of opportunity in the grant cycles.  The county needs to support it and agree to maintain it  after it is built." said Poulsen.

Norm Weston made a motion to continue with the grant process and maintain paths after they are built.   Richard Droesbeck from State Parks is going to be helpful for using state park funding and expertise.
