Garden City Planning and Zoning Meeting Report

GARDEN CITY, Utah. May 2, 2018.  The regular Planning Commission Meeting was called to order.  A discussion as held concerning Ordinance #18-10.  This Ordinance requires updating Building Permits and Certificates of Occupancy Requirements.  One item that Glen Gillies, Building Inspector, wanted to be changed was instead of using the 1973 Edition of building standards, he asked that it be changed to the current international code standards.  The Commission approved this ordinance.  It will be presented to the City Council for their approval at their next meeting.

Approval was granted to amend a Conditional Use Permit for Bear Lake KOA Trailside which is located at 145 N. 300 W.   The original Conditional Use permit was for Moose Canyon RV Park. 
The. KOA owners want to be able to store cabins during the winter months at this location as well as get the Conditional Use Permit in their business name. The items were approved.

A request was made by David Gordon to create an Amusement Park located at approximately 120 W. 10 S.  It is right along the Logan Road just south of the Fire Department Building.  He noted that he had been a carnival man from the last 20 years.  He would now like to settle down and use his equipment and experience to create a permanent park.  He said he would like to obtain a business license and get things going for this coming summer. 

A lot of discussion took place about this business.  It was noted that if the business was to be permanent, permanent buildings must be placed on the property.  The Commission felt that the ticket booth and bathrooms should be permanent to obtain the license.  Mr. Gordon noted that since this was his first year, it would be difficult to put that much money into the park.  He said he would follow all of the City’s architectural requirements for temporary bathrooms, and he would make sure the ticket booth was a permanent building.

Parking was discussed.  He currently didn’t have enough property to park for the numbers of individuals who may stop there.  He said he would look further into this matter and try to obtain more property for parking. He was willing to close the park at 10 p.m.each night. The members also asked if his equipment had been inspected.  He noted that he has it done often by professional inspectors and that his equipment was also checked daily by himself.

The Commission members approved this request and noted that this item would be submitted to the City Council for final approval.
