Garden City Planning and Zoning review for Sept. 6th

GC P& Z 5:06 Kendra, Dan, Wes, Mike Moldenhauer in attendance.

Approval of minutes-Approved for Aug. 15 & 2

SW Townhomes 195 units. Tyson Lund in house manager for pools and park. Quinn’s comments-Set backs are a little short of the 25’ . These are private roads so they don’t feel they should be held to city requirements. Agreement with next door property owners for water and sewer is in place. There will be a bulk meter for the project. There will be secondary water with water shares from the canal company. Brad Davis suggested they work with the canal company. Transfer the shares for the secondary shares. Two forms of egress, ingress. The City road is not up to handling 500-800 cars using the facility. Tyson said that perhaps they can help with paving with the city. The interior roads will be asphalted. Scot discussed the dumpster issue. Wetland delineation does not meet the requirement. Wes suggested that the determination needs to present at final filing on the six acres. Because there is ground water the concern is that water will travel. The ground water is a problem due to seasonal water levels. Wes feels strongly that they are asking for trouble for building on all of the property. The P & Z needed to have all 4 members present vote as a quorum to pass the motion. Wes motioned to get a survey from the army Corp of engineers to show the wetland delineation and that the development work with the City to pave part of Pickleville Parkway to West side of his property. Motion passed.

Discussion of Fell subdivision 94 lots Lance Anderson. The development are proposing two accesses. Lot sizes, and ? 2.5 acres are in the non- buildable area 25% steep slopes or 30% were reviewed. Lot requirements are found in 11 E 95 in the ordinances. The open space will be private. The Fell will pave their roads. 12% road for 1,000 feet is allowed because it is a private road. Two entrances in developmental agreements will be shown in final plats. Preliminary Plat Motion approved.

 

Quinn Dance (engineer) suggested that Hillside Estates should not have the wording of Cluster development. The commission will review that ordinance.

Harbor view 950 East Dr. to change from 7 to 14 condos. Some changes on the plats need to be recorded. What changes for water usage? What are the parking issues? Parking under the condo is 37’. Will need to change addresses. Glen said there are different fire codes for the changes and impact fees will be reviewed.
