Garden City Staff Reports

GARDEN CITY, Utah. August 9, 2018. The City’s Engineer noted that work is being done on the storage sheds located north and west of the City Offices.  Drainage is a problem.  The City wants to make sure that water will not come onto the City’s parking lot.  Currently they do not have a solution to this problem.  The canal can handle the water flow.  However, if there were an overflow from the canal, the City offices would be flooded.  The City noted that they need to be posted on what is being done to solve this problem.

Bear Lake Escape needs to have a bonding amount available.  They should contact the City and make sure the proper amount is available.

Rocky Mountain Power will be doing the electrical work at Heritage Park.  There has been a plan made that will allow for more booths and tables in the future for Raspberry Days.   One part of the electricity will come off the south transformer.  The power will be underground with pedestals with at least two connections available at certain locations.  The power should be in place within the next 45 days.  There will also be power to the rest rooms as well as a box attached to the restrooms for additional power, if needed.  The City will not be getting three-phase power but will have enough locations to handle future needs.  The grant will pay for most of the electrical work that will be done.

The workers are hoping to have all the power, water, and sod done at Heritage Park by the middle of September.  Rocky Mountain Power will begin work at the Park within the next two or three days. 

Riley Argyle, Public Works Supervisor, reported there will be a water line along the fence that will carry half the water.  There will be a lot of pipe that needs to be laid for a sprinkler system as well as other places where water will be needed.  He thought it would be good for the City to purchase a trencher that could be used to lay the pipe and would be available for other types of projects in the future. It would be cheaper than having someone come in a do the digging for the water system. He said he would get the cost of a trencher and get the information to the City office.

All parts of the sprinkler system will be out for bids.  There may be some issues on the water lines.  These will have to be taken care of as they become known.  Argyle also noted that he thought it would be nice to have an entrance to Heritage Park, perhaps some tall poles.  Someone noted that poles tend to decay quickly.  The suggestion was made that perhaps poles like the Stockings got that have the bears on the top would be a better way to go.  

George Peart, Residential Housing Inspector, reported that a red shed has been built on Hollow Road with a house attached to it.  He knew nothing about this building project.

He said that there are 22 building permits out and six more are currently pending.  Building costs are going up.  Buttercup seems to be one of the hot spots in Garden City.  There is also a new home going up on Hodges Lane.  There are also a lot of homes going up on Sweetwater Hill, which is in the County.

The City has made a change in parking for short-term rentals noting there needs to be parking for every four people instead of five.   Some new homes are having to adjust and make sure they have enough parking.  The change was made because of the number of trailers, boats, ATVs, etc. that are being brought into the area.

Peart said that there are some issues with parking, water, and sanitation in dealing with short-term rentals.  These things will need to be worked out soon.
