Rich County Comission Meeting held June 4th, 2025

Public hearing about Transient Room Tax increase. After reviewing what the Legislature decided on how monies may be spent for everything involved with tourism, the commissioners passed the bill. The increase will go from 2.5 to 4.5%. If you read the bill you will find many ways that the increase will help small counties. The first bill only allowed for tourism to be funded.
Notice is hereby given that a Public Hearing will be held Wednesday, June 4, 2025 at 11:00 AM. in the Rich County Courthouse, 20 S. Main Street in Randolph. The Rich County Board of Commissioners is considering amending the Rich County Refuse Ordinance (2015-15A). A copy of this proposed ordinance can be obtained by contacting the Rich County Clerk, Anneliesa Peart at (435) 793-2415.
Rich County's sanitation and garbage collection ordinance was enacted in 2015. The proposed amendment will merely clarify that property owners are responsible for the sanitation fee when (1) the owner has a certificate of occupancy and (2) the owner has begun to receive trash collection services. This change clarifies that completed homes that have not yet sold or been occupied will not be charged the sanitation fee.
The Board of Commissioners is soliciting the public's comments on the proposed ordinance. Those attending the hearing will be invited to provide their input. Those wishing to comment, but who are unable to attend the hearing may also submit written comments to the Rich County Clerk prior to the hearing.

State law allows counties to impose a transient room tax on short term rentals of tourist homes, hotel rooms, motel rooms, trailer court accommodations and or any other lodging regularly rented for less than 30 consecutive days. This money is used by the County to fund operations listed in Utah Code § 17-31-2(3). Rich County has historically set the transient room tax at 4.25%. H.B. 456 (2025) now allows counties of the sixth class, which includes Rich County, to raise this rate to 4.5%. The County is considering raising this rate to 4.5%.

A representative from UDOT is suggesting that the County take over the maintenance of the new to be constructed trail from the Marina to Swan Creek. He will have an outline of reaponsibilities for next meeting.The construction will begin in 2026.
Mitch Poulsen presented an idea that will help in funding a septic density study to aid those building on lots not accesible to the existing sewer lines. This will be reviewed by the Commissioners.
