Eulalie (Teichert) Langford


Eulalie (Teichert) Langford April 26, 1927 - January 31, 2024 Eulalie Teichert Langford passed from this mortal life, January 31, 2024, at Montpelier, Bear Lake County, Idaho. She was born April 26, 1927, to Louis Henry Oscar Teichert and Eulalie Bright Page Teichert at Sterling, Bingham County, Idaho. In 1932, her family moved to Cokeville, Wyoming. She married her high school sweetheart, Duane Langford at St. Bartholomew's Episcopal Church in Cokeville, Wyoming, May 6, 1944. During World War II, Duane served in the U. S. Army in the Pacific Theater. Following World War II, Duane and Eulalie moved to Montpelier, Bear Lake County, Idaho. Duane owned and operated Langford Electric for over 40 years. Duane and Eulalie raised five children; Eulalie Diane (John Swiger, deceased) Robert Louis, deceased (Maria DelCarmen Juarez Ballesteros), Leslie Duane (Barbara Ann Cook), Juanita Irene (Richard "Rick" Dale Dumas, deceased), Gary Page Langford. Eulalie served many years in the Republican Party. In 2001 she was the first woman elected as a State Representative for the Bear Lake, Franklin, Caribou and Teton Counties. She was an original member of LOVE Bear Lake. Throughout her life, she faithfully practiced Christian Science. Her love of history and genealogy culminated with the publication of Heritage, in 1991 and revised in 2009. In this 584-page book, Eulalie documented her genealogy as well as early life growing up during the Great Depression, the only daughter of a cowboy and a schoolteacher. Eulalie was proceeded in death by her husband - Duane, son - Robert, and three grandchildren. At the time of her death her posterity included 5 children, 12 grandchildren, 20 great grandchildren, and 2 great-great grandchildren. A memorial service will be held Thursday, July 11, 2024, at 11:00 a.m. at Schwab-Matthews Mortuary, 702 Clay Street, Montpelier, Idaho. This service may also be viewed via Facebook@Schwab-Matthews-Mortuary. A graveside family prayer will be offered at the Montpelier City Cemetery, immediately following the memorial service.

 

Obituary-Marion Coleen Putnam Lee

 Marion Coleen Putnam Lee, our loving mother, grandmother, great-grandmother and great-great-grandmother, passed away peacefully at Rocky Mountain Care, in Evanston, on Wednesday, March 6.

Marion was born on Aug. 29, 1932, in Ogden, Utah, at the Dee Hospital, the first born of nine children, to Elden and Olive Putnam. She was a member of the Church of Jesus Christ of Latter-day Saints.

Marion married Robert Ralph Lee on Aug. 25, 1950, in Evanston. They were married for 71 wonderful years. They had four lovely daughters, Linda, Brenda, Bobbi and Jeana.

Marion held many callings in her lifetime, such as teaching Sunday School, Relief Society Homemaking leader, in the Primary; and she was an exceptional visiting teacher.

She did much service for others, spending many hours doing genealogy, especially with her mother and sisters. She was also a member of the Daughters of the Utah Pioneers.

Some of the jobs and hobbies Marion had during her life were: managing an ice cream shop at Freeman’s Cafe when slot machines were in style; she was a clerk at the Cornet store (the five and dime); she worked in the kitchen as a baker at the Wyoming State Hospital; she made spudnuts at the bake shop for only two weeks — she quit because she wanted to go on a date … not exactly sure who the lucky guy was!

When she was first married, she was a nurses’ aide in a Kentucky hospital while her husband was in the Army tank battalion. When her daughters were small children, she also studied to become an interior decorator. She was very talented in decorating, especially in her own home.

Selling Avon was another avenue she chose to explore. She was a top salesman, earning three porcelain dolls from the President’s Club, given to Avon’s very best salesman for 1986, 1987 and 1988. In her later years, she was the head baker at Uinta County School District No. 1 for 11 years, retiring in 1992.

One of Marion’s best success stories was doing the Cancer Crusade, earning “First Over Goal” and “Excellent Unit Goal,” helping to raise money to fight cancer. She did this with the help of her mother and a lot of wonderful volunteers. Marion pursued this endeavor because of the love she had for her brother, Blaine Putnam, who was battling cancer at the time.

Marion is survived by her daughters, Linda Kunz (Scott), Brenda Gerrard (Clifford), Roberta “Bobbi” Child (Boyd) and Jeana Cooper (Clay); 15 grandchildren, 29 great-grandchildren and one great-great-grandson; four sisters, Glenna Stonebraker, Sally Thornhill, Elda Wickham and Barbara Peterson; two brothers-in-law, Stuart Lee and Dale Peterson; sisters-in-law, Toby Putnam, Rayito Putnam and Connie Nyman; and many nieces and nephews.

Marion was preceded in death by her husband, Ralph; parents; grandparents; sister, Judy Kay Putnam; brothers, Deverl “Bub” Putnam, Blaine Putnam and Danny Putnam; several brothers- and sisters-in-law; nieces; and nephews.

Our family appreciates the love, support and care our mother received from the staff at Rocky Mountain Care. We also appreciate all the love and support from family and friends with visits and special calls and text messages throughout this time of losing our mother.

Funeral services were held at 11 a.m. on Monday, March 11, at the Evanston 4th Ward chapel, 201 Sage St., Evanston. Visitation was from 9:30-10:45 a.m. prior to services.

After the Pledge of Allegiance, Clayton Webb and Jack Stone have had Victory Medals made for the Veterans. They requested a time slot at the County Fair to present the medals to the veterans or their families. It was decided to have them do the presentation after the 4-H sale about 2:30 on Sat. Aug. 17 on the lawn at the Court House.

Payment in Lieu of taxes was given to the County. This money comes from the licenses of hunters and fishermen. The Commissioners asked if the deer count was collected and how many feed stations there are in the County. They will get the information to them for next month. There are GPS collars on some of the deer and when they find the dead deer with collars they then can estimate how much the deer loss has been.

Debra Van Noy and Bryan Neilson from the Utah Land Trust discussed conservation easements and what it would mean for ranchers who might decide to put some of their land into the trust. There was a lot of information presented. It would be wise if people would review the presentation on the Rich County You Tube station for a better understanding of Trust Lands.

Kim Wilson reviewed the tax exemptions which were presented. One land owner wanted to be exempt as he felt his land was land locked, but after much research the land was found to have an access only the land owner would have to build a bridge across Swan Creek to access his land.

Rob Johnson from Bear Lake Mental Health gave the annual audit and financial report as required by the State of Utah.

Discussion on land by the Utah-Idaho border found that the owner did not need to rezone, just present the plans to the Rich County Planning Commission.

Garden City Town Council Date changed to March 21st

 During the Public Hearing the updates for various ordinances was discussed i.e. measuring avg. heights on plots of land, PUD's & Prud's must be approved on final plats, storage and storage containers differentiating the time lines for use, and Beach Development heights.

The regular meeting discussed:

the architectural standards as applied to 564 W. Logan Road. They meet the glass part and are working to update more of the outside finishes. They will install asphalt in the required parking area by July.

returning the Water's Edge PUD back to Commercial, Norm Mecham has received the property not paid for and is working with John Curtis from the bank in charge of Water's Edge to provide some property for the condo's for the drainage requirements.

As in January, the Upper Bear Basin got a boost in snow water equivalent in February....about 5.3" of SWE which is about 147% of the 1990-2020 median SWE for the month. Things have continued to improve the first few days in March having already received 1.3" SWE; we average 2.8" for the month of March....so almost half way there in the first 7 days. Indeed most if not all the basins in the Great Basin area are at 100% or greater of average SWE.


The graph on the left is the SWE for Upper Bear Basin on February 29, 2024. as well as the projections for SWE done by NRCS colleagues (thank you). The 50:50 projection, which is a bit hard to see, would run through the median peak SWE which is shown by the X.

The graph on the left below shows the marina water level from 2010 to current (blue line) with the median water level in yellow/gold. The graph on the right shows the current year and median marina water level from April 2023 to March 2024..


As shown on the graph on the left below, the water level of the Lake has been above the median level only 6 out of 14 years, but this year is poised to be the 7th year above median...and we haven't even had the runoff yet. Current water level is 5917.72 feet, which is 71% full. Inflow is around 270 cfs.

The Colorado Basin River Forecast Center (CBRFC) has also issued its new Water Supply Forecast for the Bear River Basin for March 1st. The graph shown here is the April to July streamflow forecast for Bear River total water flow at Stewart Dam, just above where the water is diverted into Bear Lake. The middle red dot above March 1st date shows the 50:50 forecast is for 165 thousand acre feet of water. And reflecting the precipitation in this past 7 days, the current projection is for 189 thousand acre feet.

I thought this graph was interesting. It shows a similar streamflow forecast as above except at the ID-UT border, just upriver from Stewart Dam.


The peak water flow for various years is shown, with the average, Action Stage and Flood Stage values. The projection to date is there is a 10-25% chance of exceeding the Flood Stage. WY2023 is circled.

Finally, the National Weather Service forecast for March is about average temperatures and likely above average precipitation. The soil moisture is above average as well so we are set up for a good runoff
