Garden City Town Council Notes

 

Minutes approved

Riley Argyle (Public Works Director) reported on the bike path and progress on the ballfield. Material will come for the infield in August. There will be separate ball fields with a set of bathrooms between the fields. Working on ROW. The bathrooms at the Garden City (Lakeside Park) has issues do to a tree growing through the sewer line at the Garden City Park.

Questions about lots that have 1 lot for one hookup-this is just for information. When a commercial space is dealing with several hook ons then it will be 1 lot 1 meter.

Tyler – (building inspector) update on building permit - 34 new permits. Another 46 in pending file. 10-12 more. Fees are at $237,490 from May 1st to July.  

Quin Dance-engineer- 34 in the plat review and construction drawings. Road base moved at Long Ridge and road tie in’s. Some movement on extending Paradise Parkway. No fresh water in Heritage Park only the well. Contractors will work after Raspberry Days on 350 South.

#4Public Comment

Carl Stock for Lake Meadow Lodge-Public Safety concerns to better the safety for the intersection. Mayor Mike shared that US 89 is federal and cannot be closed to trucks. There are more signs, more law enforcement, but not enough staff to keep the overlook break check. The break check area will be across from the lower part of Bridgerland. There will be a lighted sign at the catch net  system.

Mayor has contacted google maps to send have them send the drivers in the correct direction.

Business License

Zen Massage going to homes to work with clients. Motion accepted.

Sun Outdoors-change of ownership-motion accepted.

Teacups, Teas, and things located at the village tea shop. Motion approved.

Farm Bureau and Financial Services-Motion approved.

Hammer Down- yard care general handyman-Bailey Miles

Motion approved.

Angela Suggs-Vending machine for water motion approved pending inspection of electricity.

Manage It Bear Lake name Change motion approved

Water’s Edge Properties vending machines. The City will check with the lawyer to see if there is a problem with vending machines sprouting up on the Boulevard.

Public Hearing-

Adding collection of Delinquent Accounts

Alex Buxton-Zions Bank Omnibus Agreement Water Revenue Bond at 4.75% for 20 years. The first 10 years are fixed rates. After that it is variable at 2.3% then 3.89%. Now the remaining 10 years will be at a rate of 4.2% with Federal Home of Des Moines. Approve the amendment There is a million dollars left on the bond.

STR approved with discussion on some of the properties that were originally set up over 20 years ago. Much learning has taken place and trucks and boats are larger.

Ordinance Discussion

23-11, Updating STR Violation Penalties approved.

23-12 Updating Parking Spaces shall mean areas of not less than 16x24 all for all parking. Single parking must be clearly marked. Approved.

23-13 Updating fines & costs approved.

23-14 Adding a Temporary Use permit for storage containers.   Approved

23-15 Ord. adding collection of delinquent accounts approved.

Miscellaneous

Please keep chairs off the Pickle Ball Courts. Maybe moveable bleachers would help with the bystanders. Glen is the contact for the bleachers.

Peddle assist Electric bikes allowed on bike path. Be respectful of walkers.

Ken has bike stations to put along the bike path.

John Ward-study to rebrand the City. Scope of work. Phase 1 surveys. Phase 2 logos, colors, etc. $2500 for each month. Have been looking for grants. Application approved. Students from BYI will be doing surveys during Raspberry Days.
