10:00 Brandon Rowe from the Rich County Road Dept. presented
the bids for the new road grader. Approved. The County will pay $150,000 down
and finance the last $300,000.
10:15 Richard Droesbeck, Bear Lake State Parks
Superintendent, summarized the 2023 report for the Bear Lake Parks. The Marina
extension is slower than anticipated, but hopefully the project will start by September 2024. Offsite construction materials
will be stored on the upper parking beginning in May. Personnel grubbed 150
acres of sagebrush at Rainbow Cove. Rendezvous has updated their pump house. 1st
Point has culvert problems due to run off. The parks set up 3 tiny homes at
Rendezvous for seasonals. The ramps need to be redone. Estimated cost is
$175,000. They will wait until the water goes down. The Trout Unlimited plan is
waiting on final approval from the Corp. of Engineers.
Fire Warden, Travis Hobbs, reported on the lighter than
usual fire season. His assistant, Rick Larsen, will need a 6 month replacement
for the summer and fall. Travis will be updating the Cooperative Wildfire
System for the County and the Community Wildfire plan will be reviewed in 2024.
Much discussion was held about the road up Swan Creek and what to do about
access to help homes in that area in case of fire.
Several property tax issues were discussed and solved.
Mitch Poulsen from the County Planning & Zoning suggested that the County
raise their fire inspection fees this year for Short Term Rentals.
The Advisory Board of Economic Development needed to replace
members whose terms were up this month. Kam Jarman and Jordan Parry were
appointed to 4 year terms. The County rep will be Sim Weston, the city rep will
be represented by Jordan, Nikki Weston and Erick Wamsley represents the
communities of Rich County. The grants given this year will have more tracking
done on how the grant affected new jobs, or upgrades on the businesses
receiving them.
The starting wages for the County will be $18 for 2024.
The 2023 budget for the County was approved. Some of the
items were: Select Health increased their rate by 14%; and Rich County will
continue to fund their portion of State retirement at 100%.
